CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 98-84 <br /> <br /> RESOLUTION APPROVING GENERAL PLAN <br /> AMENDMENTS FOR THE HAPPY VALLEY AREA, <br /> ADOPTING FINDINGS OF SIGNIFICANT IMPACT, AND <br /> ADOPTING A STATEMENT OF OVERRIDING <br /> CONSIDERATIONS <br /> <br />WHEREAS, the City of Pleasanton has applied to amend portions of the General Plan Land Use <br /> element relating to the Happy Valley area. These include: (1) replacement of 20 <br /> acres of Parks and Recreation (golf) with 20 acres of Low Density Residential <br /> (LDR) on the General Plan Map; (2) replacement of 40 acres of Public Health and <br /> Safety/Wildlands Overlay with 40 acres of Parks and Recreation (golf) on the <br /> General Plan Map to accommodate a portion of the proposed Golf Course; <br /> (3) extension of a collector street ("Bypass Road") through the Spotomo Upper <br /> Valley area south to the Golf Course on the General Plan Map; and (4) <br /> modification of the Land Use element text on page I1-8 and the General Plan Map <br /> regarding housing density in the Greater Happy Valley Area. Amendments 1, 2, 3, <br /> and 4 are shown on the attached Exhibit A; and <br /> <br />WHEREAS, the proposed amendments affect property located south of Sycamore Road, in the <br /> vicinity of Alisal Street and Happy Valley Road; and <br /> <br />WHEREAS, the Planning Commission of the City of Pleasanton held noticed public hearings on <br /> April 22 and April 29, 1998, and recommended approval of these amendments; <br /> and <br /> <br />WHEREAS, the City Council held a noticed public hearing on June 16, 1998 and certified an <br /> Environmental Impact Report prepared concerning the amendments after <br /> considering all public testimony, relevant exhibits, and recommendations of the <br /> City staff; and <br /> <br />WHEREAS, the City Council finds that the proposed General Plan amendments will result in <br /> significant project and cumulative impacts, as set forth in the Findings of <br /> Significant Impact, attached as Exhibit B; and <br /> <br /> <br />
