issuance of a building permit for the project. If approved by the City Council, the <br /> agreement may provide for a deferred payment of the in-lieu fee until such time as a <br /> public parking lot is constructed in the vicinity of the project site, may include provisions <br /> for payments to be spread out over several years, and may include "credits" for dedication <br /> of land and/or public street improvements. <br /> <br /> Project Specific Conditions <br /> <br />9. The colors and materials of the building shall be submitted to and approved by the <br /> Planning Director prior to the issuance of a building permit. Colors shall be consistent <br /> with the approved colors on file as part of Exhibit "A". Approved colors shall be stated <br /> on the plans submitted for issuance of building permits. <br /> <br />10. Prior to the issuance of building permits, the developer shall submit a comprehensive sign <br /> program for review and approval of the Planning Director. The sign program shall <br /> identify clearly all locations for tenant identity signs, maximum sign size and letter size, <br /> and letter colors, and shall indicate how second-floor tenants shall be identified in the <br /> building lobby. The sign program also shall address allowable window signage, and <br /> window identity signs for second-floor tenants, if desired. The sign program shall be <br /> consistent with the Downtown Design Guidelines and Chapter 18.74 of the Municipal <br /> Code (Downtown Revitalization District). <br /> <br />11. All parking spaces shall be shared and made available to all tenants on the site. At no <br /> time may parking spaces be designated or reserved for any particular tenant, and no signs <br /> or markings shall be placed on the parking lot which reserve parking, except for handicap <br /> or compact spaces. <br /> <br /> Landscaping and Tree Preservation <br /> <br />12. A final landscape plan and irrigation plan shall be submitted to and approved by Planning <br /> Director as part of the building permit plan set prior to issuance of an on-site permit. <br /> Said landscape plan shall be consistent with the approved landscape plan plus any <br /> conditions of approval, and shall be detailed in terms of species, location, size, quantities, <br /> and spacing. Said landscape plan shall include the following: <br /> <br /> a. Details on all hardscape finishes, materials, and colors for public and private <br /> sidewalks, "plaza" areas, tree grates, and other hardscape. The public sidewalk on Main <br /> Street shall be finished according to the "Main Street" style used in Downtown and the <br /> public sidewalks on Vervais Drive and Stanley Boulevard shall reflect the standard <br /> Downtown "side street" hardscape design and materials. <br /> <br /> b. Details on colors, materials, design, height, size, etc. of the proposed bench, <br /> planters, and low wall to be located on the comer of Vervais Drive and Main Street. <br /> Benches, planters, trash receptacles, newspaper racks, and bicycle racks shall be provided <br /> and shall match the designs used for the rest of Main Street.
