The Cities and Counties have identified, through the <br /> Tri-Valley Transportation Plan/Action Plan for Routes of Regional <br /> Significance (the Plan), regional Transportation Improvement Projects, listed <br /> in Section 8 of this Agreement, which are designed to help mitigate the <br /> regional impacts of forecast development within the Tri-Valley Development <br /> Area. <br /> <br /> D. Tri-Valley Regional Fee. State law allows the Cities and Counties to <br /> establish a fee on all new development within the Tri-Valley Development <br /> Area which would finance all or a portion of these Transportation <br />~: Improvement Projects. <br /> <br /> . E. Collection and Use of Improvement Fees. The Parties agree to collect fees <br /> for the Transportation Improvement Projects on a uniform basis and to use <br /> the fees collected in a coordinated manner to provide for financing and <br /> construction of the Transportation Improvement Projects. <br /> <br /> NOW, THEREFORE, the Parties agree: <br /> <br /> Section 1. <br /> Parties <br /> <br /> The Parties to this Agreement are the Cities and Counties. <br /> <br /> Section 2. <br /> <br /> a.
