12. The developer shall provide root control barriers and four inch perforated pipes for <br /> parking lot trees, street trees, and trees in planting areas less than ten feet in width, as <br />.. determined necessary by the Planning Director at the time of review of the final <br /> landscape plans. <br /> <br /> 13. The developer shall enter into an agreement with the City. approved by the City Attorney. <br /> which guarantees that all landscaping and open space areas included in this project will <br /> be maintained at all times in a manner consistent with the approved landscape plan for <br /> this development. Said agreement shall run with the land for the duration of the existence <br /> of the structures located on the subject property. <br /> <br /> 14. Prior to occupancy, the landscape architect shall certify in writing to the Planning <br /> Director that the landscaping has been installed in accordance with the approved <br /> landscape and irrigation plans with respect to size, number, and species of plants and <br /> overall design concept. <br /> <br /> 15. All new parking lot lights over 50' from the church's southem property line shall be <br /> installed with light shields to ensure that light and glare does not spill toward the <br /> residences to the south. All new parking lot lights within 50' of the southern property line <br /> shall be installed as low-height (not to exceed four feet) bollard lighting to the <br /> satisfaction of the City's Building Official and Planning Director. The number and type <br /> of bollard lights and type of light shield must be identified on the overall parking lot <br /> lighting plan and must meet the City's security ordinance for parking lot lighting, subject <br /> to the discretion of the City Building Official in ensuring that light and glare do not affect <br /> the neighbors. Existing parking lot lights within 50' of the southern property line shall be <br /> retrofitted with light shields to ensure that light and glare does not spill toward the <br /> residences to the south. <br /> <br /> Operational Conditions <br /> <br /> 16. There shall be a minimum of 15 minutes between the end of one church service and the <br /> beginning of another. <br /> <br /> 17. Full illumination of the new parking lot shall occur only during nighttime services or <br /> other special events when the parking lot is open for use. At all other times the entrances <br /> to the new lot shall remain gated and the lot shall be lighted only to an amount deemed <br /> sufficient by the City's Police Department to allow for surveillance. Such lighting shall <br /> include illumination of at least two of the light standards at the center and eastern edges <br /> of the parking lot. If deemed necessary by the Police Department or desired by the <br /> neighbors, several of the low bollard lights to be installed within 50 feet of the southern <br /> property line may be illuminated to prevent dark areas at that end of the lot. This <br /> restriction may be modified at the time the use permit application is reviewed for the <br /> school, when the parking lot and gates will need to remain open during school hours. <br /> <br /> Case Z-97-310 Page B-3 Conditions of Approval <br /> <br /> <br />
