THE CITY OF <br />. ~I 1~1 <br />4Q <br />~ ~~ 1 MI ~N <br />PL£t1S,4NTON <br />City Council <br />Staff Report <br />October 7, 1997 <br />Police Department <br />SUBJECT: APPROVAL OF RECOMMENDATIONS FOR USE OF CITIZEN'S <br />OPTION FOR PUBLIC SAFETY PROGRAM (COPS) <br />APPROPRIATION <br />STAFF RECOMMENDATION: The City Council hold a public hearing and adopt a resolution to <br />approve the proposal for use of the COPS appropriation to fund: <br />(1) Installation, training and study of Mobile Data Computers for approximately four <br />police patrol vehicles and selected officers. <br />(2) Installation of associated equipment and software to existing police records <br />management system. (see anticipated expenditures for details) <br />In accordance with Chapter 6.7 (commencing with Section 30061), Division 3 of Title 3 <br />of the Government Code, the Council must hold the hearing and pass a resolution within 60 days. <br />SUMMARY: State Assembly Bill 3229 of July 12, 1996 established the Citizen's Option for <br />Public Safety (COPS) Program. State Assembly Bill 1584 of August 18, 1997 renewed the funding for <br />1997/98. If approved by the Council, the City will receive a proportionate share of $100,000,000 <br />appropriated in 1997/98 for public safety based on the City's population. The City's sabre will be <br />$137,539. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />State Assembly Bill 3229, signed by the Governor on July 12, 1996 added section 30061 of the <br />Government Code establishing the $100,000,000 Citizen's Option for Public Safety (COPS) Program to <br />supplement otherwise available funding for local public safety services. On August 18, 1997, the <br />Governor signed Assembly Bill 1584 funding the appropriation for an additional year. As <br />required by the bill, the County has made a written request for the funds from the State <br />Controller, established a Supplemental Law Enforecement Services Fund, and has established a <br />Supplemental Law Enforcement Oversight Committee. They are required to annually review <br />SR97:291 <br />
