PROPOSED SIGNIFICANT INCREASES/ADDITIONS <br />Tennis <br />Fee increases are proposed in the tennis program due to increased service level and increases <br />in staff salary. The proposed lesson increases (20%) result in a fee that is still slightly below <br />the median of other recreation departments. The increased service level is evidenced by <br />smaller class size and better training of instructors to assure consistency. <br />Tennis tournament fee increases (18%) reflect increased staff costs and more realistic analysis <br />of tournament costs. <br />Open play fees have been adjusted from $5.00 per hour per court to $7.00 per hour per court <br />during evening hours, and from $3.00 per hour per court to $5.00 per hour per court all other <br />times. The cost of operating courts is based on 70% occupancy. For those players that play <br />frequently, thus increasing the possibility of a higher occupancy, various fee discounts are <br />available for low-use hours resulting in cost savings of 20%, and in some cases (nonreserved <br />drop in) 40% for adults and 60% for youth. <br />Prior to completion of the complex, play from 12:00 to 3:00 p.m. was made complimentary to <br />allow the Department to have nonstaffed hours. All hours are now staffed and a charge has <br />been placed on those hours of $3.00 per hour. At the same time, the other tennis courts in <br />Muirwood Park, Fairlands Park and Pleasanton School (8 courts) have been resurfaced and are <br />available for free play. <br />Facility Rental <br />A new category, commercial, has been added to facility rental. The proposed commercial <br />category allows full cost recovery including overhead. <br />The hourly rental rate for all facilities has been increased considerably. Previous fees were so <br />low as to actually encourage extended use. In some cases, the extended hours were cheaper <br />than that charged per hour for the first six hours. Extended use is more difficult to staff and <br />schedule, and sometimes eliminates or limits the possibility of other rentals. <br />A new fee is proposed for the Senior Center. The Senior Center is available for public use on <br />Friday and Saturday nights to 1:00 a.m. The Senior Center frequently has events that are <br />SR 97:289 <br />Page 5 <br />
