Examples include. but are <br />not limited to, cenattuctiag new or expsndimg existing exhibition halls, <br />constructing County government offices, sad using the Fairgrounds for a publicly <br />operated park And ride lots, train station amdJor other quasi-governmental <br />purposes. <br />2. Procedurally, the County shall follow its established procedures and the <br />rcquirememu of Goverrnaant Code X63402 in reviewing these new public land <br />uses. For projects initiated by the Fair Association, the Fair Associsdoa shall <br />suba3it all proposed projects to the County Community Aevetopmewt Agency <br />(CDA) for raviaw under the California Environmental Quality Act (CEQA). The <br />CDA will notify City by certified mail 'with rtiturn receipt. <br />a. For projects at the Fairgrounds subject to this section which may be subject <br />to CEQA, the County shall be the lead agency for purposes of C1GQA The <br />CDA will prepare the environtnontal assessment and say em~ironmental <br />documentation u may be required by law, and it wilt ensu~t that the <br />requirertteats of C$QA are met. The City shall be notified as an interested <br />Party for all CBQA related actio~u -- exemptions, Negative Declarations. <br />sad Environmental Impact Reports. The County shall imroive the City in <br />CEQA-related martors at the earliest stage of project. <br />b. The locations, purpose, and extent of any such new public land use shall be <br />submitted to the City Planning Commission for its report as to conformity <br />with it: general plan at least forty days prior to anticipated action on the <br />new public land use. <br />c. The Ciry Ptas-ning Commission shall report to rho County within 40 days as <br />to rho conformity of the new public land use to the City's General Plea or <br />part thereof. Failure to report shall be deemed a Ending of consistency. <br />d. The City shall further mako a recommendation to the County, should it <br />choose to do so, concerning the merits of the use. including condition: <br />which maybe attached to it. . <br />c. 'The Coucrty shall consider City's recotnmerldstiotuhut neither a <br />determination of inconsistency with the City's general Platt nor <br />recotnmeadation for denial of the use shalt require the County': <br />disapproval. <br />3.
