EMPLOYER PULL NOTICE PROGRAM <br /> INFORMATION AND ENROLLMENT INSTRUCTIONS <br /> <br /> BACKGROUND <br /> <br />The.. Employer Pull Notice (EPN) Program was established to provide employers and regulatory agencies with a means of <br />promoting driver safety through the ongoing review of driver records. An employer enrolled in the EPN,orogram is assigned <br />a requester code. The requester code is added to an employee driver license (DL) record.. When an employee~ DL is <br />updated to record an activity, a check is made electronically to determine if a pull notice is on tile. ff the activity is one that is <br />spedfled to be reported under the EPN program, a DL record (printout) is generated and mailed to the employer. <br /> <br />The following identifies when the EPN program started and when legislation was enacted: <br /> <br /> 1. 1982-1aw enforcement and government employer's began to enroll their drivers into the EPN Program voluntarily. <br /> <br /> 2. 1989-all Class llA, Class 2/8, trimsit authority, certificated, and PUC regulated drivers (limousine drivers, charter <br /> party carriers etc.) ware enrolled pursuam to California Vehicle Code (CVC) §1 808. 1 -Employer Notfficatlon. <br /> <br /> 3. 1990-PUC began enrolling owner operators. <br /> <br /> PLEASE NOTE: EPN requirements are listed in CVC §1808.1, and 1808.3. Vehicle code books may be purchased at <br /> your local Department of Motor Vehicle field office for a fee of $,3. <br /> <br />REGULATORY AGENCIES <br /> <br />The regulatory agerides for enforcement of the EPN Program are: <br /> <br /> 1. California Highway Patrol (CHP) <br /> <br /> Employers am checked to determine if they have complied with the EPN Program requirements as part of its inspec- <br /> tion of bus maintenance facilities and terminals required at least once every 13 months. <br /> <br /> 2. Public Utilities Commission (PUC) <br /> <br /> Regulates common carriers, cement careers, permit carriers, and checks the ddving records of all persons, whether <br /> employees or subhaulars, operating vehicles used in transportation for compensation requiring a Class A license. <br /> <br /> PUC enrolls owner-operators in the EPN and checks the driving records at least annually. <br /> <br /> The limousine industry is under PUC jurisdiction and control, which requires limousine owners to partid~ in the <br /> EPN Program. <br /> <br />PROSPECTIVE HIRE <br /> <br />The prospective employer of a driver is required to obtain a ddver record. ff hired, the driver's record is to be reviewed, <br />signed, and dated by the employer and maintained at the employer's place of business until the employer enrolls the driver <br />in the EPN Program. The prospective him may purchase a copy of their DL record for $5 by completing a Individual Request <br />form, INF 1125, or the employer may purchase a copy of the prospective hire's DL for $5 per record by completing the <br />Employer Pull Notice Program Casual or ProspectNe Hire, Driver License Record Request, INF 1250. <br /> <br />CASUAL DRIVERS <br /> <br />Employers am not required to enroll a 'casual" driver. A "casual" driver is employed less than 30 days in the preceding six <br />months. However, they must obtain a current DL record, sign the record, date it and maintain the record on file a~ the <br />employer's place of business. The record may be purchased in the same manner as the prospective him. <br /> <br /> <br />
