Recommendation: Maintain this project as being funded for FY 1997/98. However, <br /> direct staff to follow the process outlined above and to not incur costs on this project until <br /> further review and approval by the City Council. <br /> <br />2. Construction of Bike Paths for New Mohr School - (Not currently included in the CIP) <br /> Several residents expressed concern about the safety of children using Martin Avenue and <br /> Cameron Avenue because of the lack of sidewalks and limited width of these roadways. <br /> <br /> Staff has prepared the attached CIP Project worksheet (Attachment B) to add pedestrian/ <br /> bicycle paths on the east side of Martin Avenue from Amaral Park to Mohr Avenue, and <br /> on Cameron Avenue 1,400 feet from Palmer Drive to Martin Avenue. The work on <br /> Martin Avenue will include pruning of bushes and trees along Martin to improve <br /> visibility to the sidewalk which will be located on the east side of Martin Avenue between <br /> the row of trees. It is anticipated that this work will be completed before the start of <br /> school next fall pending no delays in securing the needed right-of-way from adjacent <br /> property owners. For the Martin Avenue path, right-of-way is needed from Kaiser; and <br /> for the Cameron Avenue path, right-of-way is needed from the Lehman property and <br /> acceptance by adjacent owners. Project cost is estimated at $95,000. <br /> <br /> To the extent possible depending on the design, reimbursement will be sought from area <br /> property owners when they develop. Conceptual designs will be presented at the Staff <br /> Traffic Committee on June 16 where access issues to the Mohr School will be discussed. <br /> Also on this agenda is a discussion of Neighborhood Traffic Calming approaches for the <br /> Mohr/Martin demonstration project, where opportunity will be provided to discuss other <br /> traffic concerns in this area. All interested citizens and affected residents have been <br /> invited to this Traffic Committee meeting. <br /> <br /> Following the Traffic Committee discussions, construction plans for the new paths will be <br /> prepared, reviewed with residents in July, with actual construction anticipated in August. <br /> <br /> Recommendation: Authorize this project to be included in the Miscellaneous/Streets <br /> project category for FY 1997/98 to be funded utilizing General Fund revenues. <br /> <br />3. Kottinger Drive Storm Drain - (Proposed for funding at $144,000 annually during the <br /> term of this program.) - This project involves construction of a storm drain generally from <br /> St. Mary's Creek at Kottinger with a discharge into the Arroyo Del Valle. <br /> <br /> During the discussion related to this project, the Council inquired regarding the feasibility <br /> of adding an additional detention catch basin for the creek to address flooding issues. As <br /> indicated at the meeting, staff indicated that it is currently undertaking a maintenance <br /> program intended to improve the situation on a short-term basis.
