On June 5, 1997, your Council held the workshop to discuss the proposed program. At this <br />workshop, a number of issues were raised by the public and your Council regarding the program. <br />A summary of these issues and staff recommendations relative to them is as follows: <br /> <br />1. The Arroyo Moeho Trail - (Proposed for funding at $314,873 in FY 1997/98) - This <br /> project will provide a 12-foot wide bike path along the Arroyo Mocho from the Alamo <br /> Canal to Santa Rita Road on the south side of the Arroyo. <br /> <br /> Several residents expressed concern about the proposed Arroyo Mocho Trail Project. <br /> These included concerns about privacy, noise, cleanliness, safety, and other impacts that <br /> the Trail may have on abutting property owners. <br /> <br /> In response to these concerns, the following action plan has been developed. <br /> <br /> a. Staff will perform a field review of both sides of the Arroyo Mocho to develop <br /> alternatives which address expressed concerns. This will include consideration of <br /> north side vs. south side location, the need for creek crossings and interface with <br /> the Hopyard Road and Santa Rita Road undercrossings, access to DonIon School <br /> and the Sports Park, trail access points, interface with adjoining properties, Zone 7 <br /> maintenance requirements, and costs. <br /> <br /> b. Information will be provided to all abutting property owners and homeowners' <br /> associations, those who participated in the survey presented to Council, individuals <br /> who have expressed interest in the trail system, East Bay Regional parks, and other <br /> identified interested groups. <br /> <br /> c. By the end of July 1997, a meeting will be held to discuss alternatives and seek <br /> additional public input. <br /> <br /> d. In response to concerns about current access gates being left open, staff will work <br /> with Zone 7 to better assure that these are kept locked. <br /> <br /> e. Following meeting(s), staff will prepare a City Council report discussing <br /> alternatives, public response, and recommendations (September 1997) to <br /> determine the scope of this project. <br /> <br /> Grant funds will be reviewed to determine applicability based on the design solution <br /> ultimately chosen. The Federal TEA funds ($231,700) were applied for on a project <br /> specific basis, and therefore have little or no flexibility. The matching State TDA funds <br /> ($83, 173) while project specific, could be transferred for other Pleasanton trail projects. <br /> <br /> SR 97:191 <br /> 3 <br /> <br /> <br />
