<br />meters shall be substantially screened with landscaping, exceptions can be made <br />for sites with no landscaping near the front property line. Backflow prevention <br />devices, above ground irrigation controls, above ground irrigation meters, and all <br />proposed landscape screening shall be shown on the landscaping and the utility <br />plans submitted for the issuance of building permits and shall clearly be marked <br />"above ground" on the plans. The location of all backflow prevention devices, <br />above ground irrigation controls, and above ground irrigation meters and the <br />quantity and type of proposed landscape screening shall be subject to the review <br />and approval of the Planning Director prior to installation. All backflow <br />prevention devices, above ground irrigation controls, and above ground irrigation <br />meters shall be painted forest green (Pantone Color System Number 357), or an <br />equivalent color by a different manufacturer, unless covered by a box or a bag in <br />which case the box or bag shall be forest green (Pantone Color System <br />Number 357), or an equivalent color by a different manufacturer. <br /> <br />38. A six-foot tall wall shall be constructed along the property line between the <br />subject site and the adjoining property at 3931-3939 Vineyard Avenue <br />(APN 094-0085-007-02) to effectively block automobile headlights from the guest <br />parking area. The said wall shall have an exterior finish that matches the <br />buildings. Details of the wall are subject to the review and approval of the <br />Planning Director prior to the issuance of a building/grading permit. <br /> <br />39. The project developer or its designee shall be present on the job site at all times <br />during construction to control construction activities and to mediate construction <br />related noise, dust, and parking issues. The project developer shall provide the <br />Planning Department job site contact information prior to commencement of <br />grading/construction. <br /> <br />40. Final inspection by the Planning Department is required prior to occupancy. <br /> <br />41. The CC&R's governing the development shall include language restricting the use <br />of the garages for the parking of two vehicles. The specific language shall be <br />reviewed by the City Attorney's office prior to the recordation of the final map. <br /> <br />42. A tot lot shall be placed within the landscaped area next to the parking stalls <br />adjacent to the development exit driveway. The parking stalls in the area shall be <br />adjusted accordingly. The revised site plan showing this modification shall be <br />reviewed and approved by the Planning Director prior to the issuance of a <br />gradinglbuilding permit. <br /> <br />43. The applicant shall install whole house fans in each unit. This change shall be <br />shown on the construction drawing submitted for plan check prior to the issuance <br />of a gradinglbuilding permit. <br /> <br />7 <br />
