- L 1'he reduction in density from the 18 units identified in the Housing Element to <br />11 units is consistent with the adopted Gen cral Ylan, in chiding the Housing <br />Element, as set forth in the staff report_ The City is currently considering parcels <br />for allowing or increasing residential densities as part of the General Plan Update_ <br />Other areas may allow greater densities which, in turn, could support additional <br />affordable housing, which would be consistent with the City's General Plan and <br />Housing F_lement, particularly in the light of the voter-imposed housing cap_ <br />2_ With the ongoing General Plan Update, sufficient additional, adequate, and <br />available alternative sites are being identified to keep the City's overall number of <br />housing units consistent with the Housing Element and regional housing need <br />allocation_ <br />Commissioner Blank accepted the proposed amendment_ <br />Ms. Decker suggested the following text be added as a condition of approval: "Lot 9, the custoxrx <br />home lot, shall be required to conform to the design guidelines, be processed as a design review <br />application., anal be reviewed and approved by the Planning Commission" <br />Comxrxissioner Arkin preferred Commissioner Roberts' suggestion that "the design could attexrxpt <br />to mitigate the visual impacts on the neighboring pro perty_" <br />_ Ms. Decker suggested the following text changes to be added as a condition of approval: "Lot 9, <br />the custom home lot, shall be required to conform to the design guidelines, by design should <br />attempt to mitigate neighbors' impacts, be processed as a design review application, and <br />reviewed and approved by the Planning Commission." <br />Commissioners Blank and F'ox accepted the axrxendment proposed by Ms_ Decker_ <br />In response to an inquiry by Coxnn~xissioner Roberts regarding the engineering on the Jones <br />property as it relates to the contract with Mr. Jones, Ms. Nerland replied that several changes <br />should be made to those conditions of approval_ She noted that C7ondition 128 should read: "All <br />itexris in areas on the Jonas property which are damaged by the above indicated work shall be <br />repaired or replaced as needed" Condition 7 37 should also be changed to read= _ _ _ in order to <br />meet existing grades, to the satisfaction of the C'ity_" She added that in Condition 1 22, the <br />following parenthetical should be deleted= "Parcels A and B~" to elirxzi raate confusion. <br />Condition 30 should read: "No permanent signage or development, monumentation shall be <br />allowed for the subdivision" and that there may be temporary signage during construction itself. <br />Condition 56 should be changed to clarify the correct abbreviation for Megahertz (MFI~_~_ <br />Commissioners Blank and Fox accepted the amendments proposed by Ms. Ncrland. <br />In response to an my wiry by CoxTxmissioner Arkin regarding the City's responsibility regarding <br />adverse effects on neighboring sites, Ms. Nerland cont3nrxed that any project must show that, for <br />instance, storm drainage will stay within the property lines through the Subdivision Map Act <br />process. <br />PLANNING COMMISSION MINUTES November 1 E, 2005 Page 8 of 23 <br />
