He believed the provided plans were so conceptual that he was unable to determine <br />whether or not the promised improvements can be made, or whether they could even work.. <br />iTpon review of the staff report, he was unable to see any analysis of the proposed improvements_ <br />He bclicvcd tl-tc proposed project required the import of significant 1311 to provide drainage and to <br />allow the sewer to drain back to Rose Avenue, which would create a dam effect that would cause <br />flooding on his father's property. He believed that any project proposal should review and <br />analyze these impacts_ He noted that his father was willing to work with Mr. Jansen, but he <br />believed there was an absence of precise plans that would show how the landscaping irrigation <br />would be accommodated_ <br />He noted that was a crucial component to the proj cct and bclicvcd the proposed itriprovements <br />should be submitted to the City for review before the project is approved_ He expressed conecni <br />about what would happen if the improvements could not be installed as promised_ He would like <br />single-story homes to be required on the lots adjacent to his father's property and noted that the <br />City's General Plan required new developments to be compatible and consistent with existing <br />homes_ llc noted that in the past, the Commission and City Council had required new <br />development adj accnt to existing homes to be sensitive to those homes with increased setbacks <br />and height restrictions. His father's home is a single-story hotrte, and he believed two-story <br />homes would be an encroachment. Alton ativcly, he requested that if the Commission approved <br />this project as presented, it require that detailed plans prepared by an engineer be required to <br />show how the grading artd drainage access will be provided, and submitted to the City L'ngin ccr <br />for review and approval prior to any construction activity occurring. He requested that a <br />landscaping plan prepared by a landscape architect be prepared acid submitted at the same tiina_ <br />He requested that single-story homes with an appropri etc height limit be required for Lots 6, 7, 8 <br />and the custom lot ott Lot 9_ <br />Mr_ Jones expressed conecrn about the traffic circulation, which was brought forward before the <br />City Council. He displayed his proposal for a loop road to the Commission, which would leave <br />more room for hotrte sites and improve access to the arroyo and the creek setting. <br />G'ommissioner Arkin advised that plan would require a General Plan Amendment because of <br />Rose Avcnuc's realignment_ He did. not believe that a 1995 CEQA report should be used for a <br />2005 plate. <br />Pat Bitz, 2186-C Rheetrt Drive, noted that he was areal estate broker in Pleasanton and spoke in <br />support oP this project.
