Resolution No. PC-2005-50 was crttered and adopted as motioncd_ <br />h_ PUD-49 - Silverstone G'ommunities <br />Workshop to review and provide comments on an application for a <br />PUD development plan to construct 45 residential units on a vacant lot located at <br />3909 Vineyard Avcnue_ Zoning for the property is RM-4,000 Multiple-Family <br />Residential and PUD-HDR Planned Unit Development -High Density <br />Residenti alb District_ <br />Ms. Decker introduced Assistant Planner Rosalind Rondash and Associate Planner Jenny Soo, <br />who would present the staff report for this pr~jcct <br />C otrm-tissioner Blank disclosed that he rrtet with the applicant for an hour, discussing general <br />ideas aimed concepts on the project. <br />C otrtmissioner Roberts disclosed that she met with Mr. Jeff GihYtan a long time ago. <br />Commissioner Arkin disclosed that he had met with the applicant_ <br />C:omrnissioner Fox disclosed that she had tnet with the applicant the previous weekend at the site <br />as well as with Mr. Gilman several months ago. <br />Ms. Rondash summarized the staff report and described the scope and layout of the proposed <br />project Comments from neighbors were requested at a neighborhood. meeting, and the project <br />was referred to the Housing C=ommission for review of the density and affordability of the <br />dcve]opment_ The applicant made several adjustments after the neighborhood trteeting and <br />submitted the formal application to the City_ "The project has since begun the outside peer review <br />process and a traffic model preparation_ <br />Ms_ Soo presented the General Ylan, housing, and site layout information_ She noted that the <br />2003 I-lousing Element identified this site as High Density Residential; the density ratio for this <br />site is 41 units. The total capacity could be increased to 51 units; the proposed project has <br />45 units and is well within the density range of the General Plata. The project has seven <br />affordable units. Staff would like the Commission's opinion on whether the density was <br />appropriate, it ii trtay be increased, and whether or not the affordable housing units were <br />appropriate. She described the design elements of the proposed project and noted that the <br />building appeared to be atwo-and-a-half story building rather than athree-story building_ Staff <br />forwarded a copy of the design to Larry Cannon for peer review. <br />Ms_ Rondash noted ihat the applicant provided a landscaping proposal and a tree report for this <br />project The plant selection and placement indicates new vegetation will provide 30 percent <br />shade for the paved areas within five years. The arborist did not indicate relocating the trees <br />listed in good health as an alternative to removal. While the quality of planting material is <br />appealing, stal t` is concerned about the amount of proposed landscaped area and the number of <br />trees to be removed.
