Commissioner Roberts advised that she would rccusc herself from this item due to a <br />conflict of interest becau sc her residence is in close proximity to the project site- <br />Commis stoner Blank disclosed that he had visited the site with the applicant- <br />Chairperson Maas disclosed that she had visited the neighboring property with Dr_ Ford <br />Roberts. <br />Cornrnissioner Pearce disclosed that she had visited the site. <br />C]on~missioner Fox disclosed that she had visited the site with Peter MacDonald and "fom <br />Pico earlier in the day. <br />Ms. Decker presented the staff report and described the history, scope, and layout of the <br />proposed. project. The applicant recently amended the site plan, which provided staff an <br />opportunity to revisit some comments made fn the initial staff report. She noted that six <br />low-density residcnti al sites could be developed at the most northerly portion of the <br />project site. The existing home may be kept with another new residential site in this <br />location. She added that this was a very conceptual plan and pointed out the various <br />features of the proposed site- Some grading will be required to create the tl at pad, and <br />the Planning Department requested direction regarding that issue- The applicants have <br />indicated that cut material fiom the grading would be utilized in tilling other areas on the <br />site. One of their main objectives was to use any till material to terrace or step or create <br />actual vineyards along the frontage in preparation for future development <br />Staff noted that the two-story residence was well articulated. Staff was very interested in <br />the visual impact of sites aimed noted that the applicant had provided sections depicting the <br />line of site fiom Vineyard Avenue to the proposed residence- She presented the <br />applicants' representatives who would present the details of the architecture- <br />THE PUBLIC HEARING WAS OPF.NF.D_ <br />Peter MacDonald, representing the applications, noted that Dan and Belinda Sarich <br />bought this property in 2000 and have been working continuously since then to get this <br />project to this point- He noted that Tom Pico would address the key issue of the site <br />location. He added that the architect, Tohn McGinnis, was a very highly regarded <br />architect who was accustomed to Planning Commission workshops; he would listen very <br />carefully to the Commission's directions. <br />Tom Yico discussed the Vineyard Corridor Speci Pic Plan, which he was instrun-iental in <br />developing as a C=ity Councilmember and Mayor- I Ic noted that he would not discuss the <br />original staff report in detail but did not believe it was as even-handed as it could have <br />been.. He was appreciative of the opportunity to discuss those issues with staff. He stated <br />that the Ylan was designed to provide flexibility through the Pi7D process.
