She noted that the proposed after-school program would have a maximum daily <br />enrollment of 25 schoolchildren and four teaching staff; no weekends or full-time summer camp <br />is proposed- The tutoring program will comply with the 1 6-hour per week rule as required by the <br />State to maintain. a licensing exemption. The proposed program would be become part of the <br />Church's operation and, therefore, part of the approved PUD development plan for the Church_ <br />Staff noted that there had been no land use problems associated with. the Church during its <br />17 years of operation at this site. All activities would be held inside the building, and staff <br />believed the limited enrollment acid hours of operation would not produce airy significant <br />impacts to the surrounding businesses. The tutoring program would not include any noisy or <br />outdoor activities, and the parents and children would enter the building from the southern <br />entrance, away from the other buildings in the office center- <br />Staff has included a standard. condition of approval that allows the City to review the project to <br />add mitigating conditions if there any future complaints about noise should arise. These <br />mitigations could include the addition of soundproot3ng or the reduction of the ttumber of <br />students allowed in the program. Staff noted that the site has adequate parking as required, and <br />because the existing daycare program picks up children from the schools, no additional parking <br />spaces would be required by the parents until pick-up time.
