In response to an inquiry by G'orrimissioner Roberts regarding the Hacienda Business <br />Park's involvement in lighting issues, Ms. Decker con£irxxted that was the case. She <br />added that could be brought forward to the Civic Arts Coxrimission to determine }tow <br />much lighting would be appropriate for the type of design being proposed- <br />THE PUBLIC HEARING WAS OPENED_ <br />Craig Evankovich, DES Architects and Engineers, project architect, wished to address the <br />Comxriissioners' questions- He displayed the site plan on the overhead screen and stated <br />that with respect to smoking, Roche has been proactive in installing two smoking areas, <br />which he pointed out on the site plan- He added that they were more than 25 feet from <br />the entrance. He noted that Roche had a Transportation Systems Management <br />(TSM~ program in place. He stated that the art concept was only to demonstrate scale <br />and location and that they would work closely with the City_ <br />Commissioner Arkin complimented the applicant on the project and inquired about the <br />employee population of the building- Mr_ Evankovich replied that there would be a total <br />of approximately 600 employees. <br />In response to an inquiry by Commissioner Blarilc regarding the construction timeline, <br />Mr. Evankovich replied that they hoped to begin construction early in 2006. Completion <br />would be scheduled for the first quarter of 2007. <br />Greg Canl3eld, Senior Director of Facilities Management, Roche Molecular Diagnostics, <br />noted that the nature of the expansion was two-fold= the relocation oi'Roche's operations <br />from Alameda, including 150 employees; and the expansion of capacity for its growing <br />operations in Pleasanton. <br />In response to an inquiry by Chairperson Maas regarding the company's focus, <br />Mr_ Canfield replied that the company made medical diagnostic products for detection of <br />I-IIV, Hepatitis A, Band C, human papilloma virus, and blood screening products for <br />clinical applications. He noted that they developed and marketed the re-agent side of <br />their business in Pleasanton; the instruments were made in Switzerland. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Fox moved to approve PUD-S1-30-64D-3M, subject to the Conditions <br />of Approval as listed in Exhibit B, as recommended by staff. <br />Commissioner Arkin seconded the motion, with the inclusion of the following <br />modifications, which was accepted by Commissioner Fox. <br />1. Condition 17. a. would be modified to include the phrase, "if required," with <br />respect to the West Las Positas Boulevard freeway interchange, as proposed <br />by staff, and <br />2_ Condition 13 would be modified to include the phrase, "as required by State <br />Law," with respect to the distance betty eeu the building entrance and the <br />smoking areas. <br />PLANNING COMMISSION MINUTES August 24, 2005 Page 8 of 1 7 <br />
