Chairperson Maas suggested that the balcony as well as non-glare windows be deleted <br />Commissioner Arkin noted that this neighborhood was intended by design to be one-story <br />honzc s_ <br />Ms_ Mendez stated that tl-le transon-i windows started six feet up Ii'oni the ground-floor addition <br />and were three feet high; they were not viewing windows. She noted that a bath was placed in <br />front of one window; these windows were intended for light and architectural interest only. <br />Commissioner Fox noted that if the neighborhood did not want to reinstate the CCc~Rs, she <br />would be inclined to support staff s recommendations, particularly since the windows were not <br />view windows_ <br />Commissioner Blank suggested that the applicant work with staff to find an architectural <br />SOI IIClOn. <br />Commissioner Arkin supported retaining the character of the neighborhood_ <br />Chairperson Maas would like to sea concrete guidelines. <br />Corrlmissioner Pearce expressed. concern that action was being taken in lieu of CC'RcRs and <br />would like further information_ <br />Commissioner Blank moved to deny appeal PAP-78 and uphold the Zoning <br />Administrator's approval of Case PADR-1235, as recommended by staff, without the <br />second-story addition and an additional condition that the applicant will return to the <br />Planning Commission with peer reviewed view photos_ <br />The motion died for lack of a second. <br />Commissioner Blank moved to deny appeal PAP-78 and uphold the Zoning <br />Administrator's approval of Case PADR-1235, as recommended by staff, without the <br />second-story addition and additional conditions that the applicant will return to the <br />Planning Commission with peer reviewed view photos from the impacted areas and that <br />staff will perform a broader notification_ <br />Chairperson Arkin seconded the motion_ <br />Chairperson Maas did not wane io take the potential change in this neighborhood lightly. <br />Chairperson Maas made an amendment that the view photos should be provided by the <br />appllCaIIt_ <br />Commissioners Blank and Arkin accepted the amendment_ <br />Ms. Nerland advised that statfi s position was that by taking a i-final appealable action, it rrlay not <br />___ come back to the Plarlrting Commission but may be heard before City Council. <br />PLANNING COMMISSION MINUTES June 22, 2005 Page 1 O of 20 <br />
