--- Commissioner Blank disclosed that several months ago, he met Mr_ Berlogar soci ally_ <br />Ms_ Decker presented the staff report and briefly described the history of the property, including <br />the initial application with the Chrismans and the Council approval of the PUD development <br />plan and vesting tentative subdivision map. Ms_ Decker continued that the application is for a <br />conditional use permit For the interim grading of the Berlogar property, now separated from the <br />Chrisman property, to transfer approximately 40,000 cubic yards of excess material onto the <br />Hahner property development located across the street_ Ms_ Decker explained that this would <br />eliminate approximately 7,000 truck trips across City streets to dump dirt from the Berlogar <br />property onto the land£11 and another approximately 7,000 truck trips to haul dirt £rom the <br />landFll to the Hahner property. Ms Decker indicated that sta££supported the application and <br />recommended its approval, subject to the Conditions of Approval as shown on Exhibit B of the <br />staff rcport_ <br />Commissioner Roberts noted that the listing of the Berlogars' property in the staff report as <br />Lots 1 through 10 is not accurate; the map lists them as Lots 11 through 19. She added that she <br />also had some questions to ask Mr_ Berlogar regarding the number o£ truck trips and cubic yards <br />of dirt_ <br />Commissioner Fox stated that she was not on the Commission when the prof cct was originally <br />approved. She added that in February, there was a proposal for a major modiF cation to this <br />proj ect_ She inquired why the applications are being split up and if approving this conditional <br />use permit would mean the approval o£the major modification in the future_ <br />Ms. Decker explained that the reason this conditional use application is being done separately is <br />basically because of a timing issue_ She stated that the review of the plans to release the grading <br />permits for the Hahner development is nearing completion, and hauling the dirt £rom the <br />B erlogar property at this time would be convenient as well as reduce the truck trips through City <br />streets_ She also clari£ed that as mentioned in the staff report, the major modification to the <br />PUD for this property will come before the Commission at a future meeting and that the approval <br />o£this use permit would not in any way be linked to the major modification application_ <br />Commissioner Roberts stated that Centex Homes originally planned to build the houses on both <br />the Berlogar and Chrisman properties, and the excess soil would be used in the lower property. <br />She added tb at this would no longer occur since the Berlogar and Chrisman properties have been <br />separated; however, the Hahner property, which is in need of fill, is ready to be developed and <br />can utilize the excess material from the Berlogar property. <br />THE PUBLIC HEARING WAS OPENED_ <br />Frank Berlogar, applicant, 2200 Vineyard Avenue, stated that the proposal is a win-win situation_ <br />He explained that the maximum street load £or a truck corresponds to approximately 12 cubic <br />yards of compacted fill_ He stated that hauling excess fill to the Hahner property would entail <br />3,500 truck trips in and 3,500 truck trips out, to be eventually be repeated in reverse for the <br />Berlogar property, for a total of 1.4,000 truck trips on Vineyard Avenue_ He added that moving <br />the excess earth from the Berlogar property to the Hahner property would also reduce the <br />PLANNING COMMISSION M1N C TTES June 8, 2005 Page 6 of 1 S <br />
