Narayanaswamy Raj agopal an, 916 Sycamore Creek Way, agreed with the other speakers' <br />concerns about groundwater contamination and construction in the fault zone. He <br />believed that a new EIR should be performed for new construction in this area. <br />Bud Barlow, 6723 Alisal Street, expressed concern about water and believed the City <br />should include awell-water testing system. He believed the City or the developer should <br />provide free piping to any resident who had substandard water_ He believed that the <br />upper Spotorno Property should be deeded to the City so it would remain agricultural in <br />perpetuity. <br />Tom Smith, 1070 Happy Valley Road, noted that he agreed with the previous speakers <br />and added that none of the residents on his road had the ability to connect to water. He <br />added that his well used to overflow into the creek. He believed that the Bypass Road <br />should not be built if it could not mitigate environmental concerns. He hoped the City <br />would keep to the agreement of a minimum of one home per acre to tat the nature of the <br />area. <br />Rennie Couper, 6525 Alisal Street, noted that he did not want his view of the Spotorno <br />Flats to disappear because of the development He noted that he could hear conversations <br />during church services and believed that when the homes were built, the noise impact on <br />his property would be significant He noted that the original plan of one house per two <br />acres had changed to as many as 12 houses per two acres; he did not believe that would <br />__ be beneficial to the rural character of the area. He stated that he was opposed to this <br />prof ect_ <br />Phyllis Couper, 6525 Alisal Street, spoke in opposition to the General Plan Amendment <br />for the reasons previously stated by the neighbors, as well as to the proposed changes in <br />the Bypass Road. In response to her inquiry regarding the EIR process, Commissioner <br />Roberts replied that while the developer paid for the EIR, the City hired the firms to <br />perform the EIR in a separate transaction. She noted that the EIR was performed in <br />January, when the salamanders hibernated; she believed that was why no salamanders <br />were found. She believed the EIR should have been performed when they were not in <br />hibernation and added that she saw a salamander by her house the previous week. <br />Ed McGovern, 9206 Longview Drive, spoke as an original member of the Golf Course <br />Committee and detailed the history and goals of that Committee_ He noted that the golf <br />course had always intended to be a good neighbor to the adjoining rural community and <br />was critical of the placement of the poles along the driving range. He expressed concern. <br />that ahigh-density housing development in the flat area would detract from the visual <br />experience for golfers on the new course and would affect the future o£the golf course_ <br />He pointed out that Pleasanton is in a competitive market and needs to consider the <br />proposed housing impacts on golf course revenue. He stated that the City would not be a <br />good neighbor if it does not put in the Bypass Road as originally designed. <br />Randy Mancini, 41 16 Grant Court, noted that he had bought atwo-acre parcel in the area <br />-- in order to keep horses and did not intend to develop it.
