He believed the City needed the Bypass Road and that it had done a good <br />job with the Specific Plan. <br />THE PUBLIC HEARING WAS CLOSED_ <br />The Planning Commission recessed for a break at 8:39 p.m. <br />Chairperson Maas reconvened the meeting at 8:49 p.m. <br />Commissioner Roberts thanked the speakers for their comments and emphasized that no <br />action would be taken. She would like the original Bypass Road to be compared to the <br />new road in every respect_ She expressed concern about the steepness oFthe Bypass <br />Road and its proximity to the homes, which would create noise that would not occur on a <br />flatter road. She believed the road grading should be discussed as well as the amount of <br />dirt to be moved. She noted that the offhauling of dirt would create a lot of truck traffic. <br />She believed there could be an air quality problem with the steepness of the new road as <br />cars climb the hill in low gear. She was concerned about the urban growth boundary <br />which is relatively close; she believed it should be feathered at the edge. She was <br />concerned about the wells, which should be thoroughly investigated. She was also <br />concerned about the Community Character of the Specif c Plan area, as the present <br />Specific Plan fit into the community. She inquired whether the density on the lower <br />_ Spotorno flat adhered to any definition of semi-rural and was concerned about the lower <br />density of the golf course homes in relation to the Spotorno medium-density homes, <br />including fiscal impacts_ She inquired about the effect of the road on the Spotorno <br />ranching activities as well as the removal of the trail on the continuation of ranching <br />operations. She believed the density of the homes on the lower area should be <br />considered. <br />Commissioner Blank expressed concern about the proposed relocation of the Bypass <br />Road and increased density on the flat areas. He noted that noise would be generated <br />from the road and increased density. He wished to ensure that the Supplemental EIR <br />addressed several water issues, not just the nitrates, but also the impact on the <br />underground aquifer and the impact on the level of the water table. He believed the <br />seasonality of the EIR was an important Factor in not missing crucial observations_ He <br />would like landslide risks to be thoroughly evaluated, both in the existing and proposed <br />locations. He would like water absorbency to be evaluated as it related to landslide risks. <br />Commissioner Roberts inquired whether ground water contamination would constitute a <br />substantive change as it related to the EIR. <br />Cottttiiissioner Fox expressed concern about the impact of the density change to Medium <br />Density Residential in a semi-rural area as well as the impact on existing uses on- and <br />off-site. She believed the EIR should examine the incompatibility with the houses being <br />built to the adjacent Mariposa Estates because of the differences in density_ She believed <br />---- the air quality impacts of traffic should be examined and whether they could be <br />PLANNING COMMISSION MINUTES March 23, 2005 Page 6 of 1 O <br />
