4_ REVISIONS AND OMISSIONS TO THE AGENDA <br />There were none. <br />5_ MATTERS CONTINUED FOR DECISION <br />There were none. <br />6_ PUBLIC HEARINGS AND OTHER MATTERS <br />Scopin~ Work Session for tb¢ Draft Sup pl¢m¢ptal Environmental Impact Report <br />(EIR) for PGPA-9/PSP-7_ Sean Buran, Gr¢¢ubriar Homes Communities <br />Ms_ Decker summarized the staff report. She noted that the purpose of the scoping <br />session was to establish the environmental issues regarding a development proposal <br />presented to the City by Greenbriar Homes Communities, including the modification to <br />the Happy Valley Specific Plan to relocate the Bypass Road from the eastern upper <br />portion of the Spotorno Property to the western portion of that property. The applicant is <br />also proposing to change the existing 33-acre Semi-Rural Density Residential land use <br />designation on the Spotorno flat area to Medium Density Residential and the existing <br />1 5-acre Medium Density Residential designation on the upper portion of the Spotorno <br />property to Agriculture/Open Space. In addition, an amendment to the General Plan land <br />use map is being proposed to change the existing Low Density Residential designation on <br />the Spotorno flat area to Medium Density Residential and the existing Medium Density <br />Residential designation on the upper portion of the Spotorno property to Open Space <br />Agriculture and Grazing~_ She described the subject property and the project scope and <br />displayed the details of the site, including the trail, on the overhead screen. She described <br />the history of the project with respect to the Supplemental EIR process. <br />Commissioner Roberts noted that the public was under the impression that the City <br />required the applicant to do the Supplemental EIR, which was not the case. She noted <br />that any developer who wished to change a Specific Plan or General Plan had the right to <br />apply to the City to do so. She emphasized that the City did not initiate that process. <br />In response to an inquiry by Commissioner Arkin regarding the difference between an <br />EIR and a Supplemental EIR, Ms. Decker provided the details characterizing a <br />Supplemental EIR and when it would be proposed. A discussion of the Spotorno <br />Supplemental EIR process ensued. <br />G'ommissioner Blank noted that with respect to the Happy Valley Specific Plan, the EIR <br />seemed to have been prepared in mid-1997. In response to his inquiry whether the units <br />were included in the approved portion of the buildout, Ms. Decker replied that the <br />original approvals in the Happy Valley Specific Plan covered 102 units: 75 units in the <br />upper Spotorno area, five units by the existing residence, and 22 units in the Spotorno flat <br />--- area. <br />PLANNING COMMISSION MINUTES March 23, 2005 Page 2 of 10 <br />
