Commissioner Arkin would be agreeable to utilizing a Consent Calendar- He noted that <br />if a member of the C=ommission or public was opposed to an item, it could be pulled off <br />the Consent Calendar and placed on the Regular Agenda_ <br />Commissioner Blank inquired whether a Consent Calendar item must be separately <br />agendized if it is placed on the Regular Agenda_ <br />Ms_ Decker noted that several jurisdictions do utilize a Consent Calendar and that it <br />would be a process consideration made by the City on a broader level; she did not believe <br />that decision may be made by the Commission- She noted that Consent Calendars are <br />utilized frequently when anon-controversial item is considered; the public hearing <br />process would be available before the Commission. If it is not necessary to pull the item <br />off the Consent Calendar, the public hearing may he held. <br />Commissioner Blank believed that an item pulled otf the Consent Calendar should be <br />separately noticed and agendized_ <br />Ms_ Decker advised that this issue would require a Code amendment of the appropriate <br />section. <br />Ms_ Nerland advised that a public hearing was required by State law for any discretionary <br />approvals. The issue of a Consent Calendar had been raised before, and it was the <br />previous opinion that it would not make much difference because there would still be a <br />public hearing- She did not know whether it would save much time and added that the <br />Commissioners Handbook allowed for a Consent Calendar- If staff had a sense that an <br />issue was non-controversial, an abbreviated staff report may be appropriate_ <br />h. REFERRALS <br />Mr_ Pavan advised that this meeting would be his last as Senior Plai>.iier and that on <br />March 1, 2005, he would be an Associate Planner again.
