7_ MATTERS INITIATED BY COMMISSION MEMBERS <br />a_ Discussion on Temnorarv and Permanent Window Si~na~e <br />Commissioner Roberts noted that most of the signage problems occurred in Stanley <br />Business Park and inquired whether the Park was unique in that there are no conditions to <br />control signage. Mr. Pavan noted that McDonald's was conditioned by the Planning <br />Commission and City Council to prohibit signs on the windows facing the play area. The <br />Commission placed limitations as to the amount of window area that could be covered as <br />well as an additional condition stating that unused sign area could not be transferred to <br />another window. <br />Commissioner Roberts believed the Stanley Business Park was unique in that it did not <br />enforce signage limitations amongst themselves and understood that other commercial <br />areas seemed to have more control of that area. <br />Mr. Pavan did not believe that Stanley Business Park had an overall business park <br />limitation on window signs, but that businesses were examined by staff on a case-by-case <br />basis. Because McDonald's was located in a sensitive gateway location, stafF <br />recommended more restrictive limitations on signs. He noted that some sign programs <br />limited or, in some cases, prohibited window signs. With respect to Stanley Business <br />Park, he noted that there was no overall business park sign program and that the PUD <br />was approximately 20 years old. Businesses located away from the gateway were not <br />subject to the more restrictive window sign conditions. <br />Commissioner Fox noted that the "Just Tires" window signage seemed to be excessive <br />because the vinyl sign of the store name was spread across the windows. <br />Chairperson Maas suggested consulting with the Chamber of Commerce regarding <br />signage and inquired whether that had been done. Ms. Decker replied that she was not <br />aware of such a conversation and that this item had been on the table since <br />September 2004. She noted that signage was awide-ranging topic and added that the <br />Commission was provided with a lot of information regarding the practices of other <br />cities- She suggested that the Commission take some time to examine the various codes <br />and practices. The Planning Department is also considering updating the Zoning Codes <br />th is issue may be part of that overall effort. She suggested that the Commission <br />recommend one or two members to form a committee to meet with staff with respect to <br />issues related to temporary and permanent signage. The committee would then report <br />back to the Commission as a whole. <br />Commissioner Arkin believed there should be representation on the committee by <br />community members who did not want a lot of signage, such as from Parks and <br />Recreation. He supported the process suggested by Ms. Decker.
