Marshall, was in attendance, and that he supervised hazardous materials, installations, <br />and inspections- A copy of the fuel tank disclosure was attached and is summarized in <br />the staff report. With respect to the question raised regarding the nature of the trees, he <br />noted that with the exception of the six willow trees to be planted by the applicant, the <br />other trees were evergreen. The proposed willow trees match the existing willow trees <br />that already screen the site. <br />Mr. Pavan noted that the item was renoticed very early to give adequate notice to the <br />neighbors, and staff also verified the accuracy of the addresses on the noticing list- He <br />noted that they were unable to establish an actual property owner for several of the <br />KB Home addresses and that they addressed the notice to "Occupant" to ensure that it <br />was received at the address. Staff believed that the issues with respect to this application <br />were addressed and felt comfortable that this was a safe installation- He noted that by its <br />nature, diesel fuel had a low ignition point and was not as volatile as gasoline fuel. He <br />noted that the facility was well screened from view and that safety measures including <br />evacuation plans and notices as specit3ed in the Fire Marshall's memos had been <br />incorporated- He noted that an above-ground installation had the beneFt of the removal <br />of an underground tank from the ground-water table, eliminating the potential <br />ground-water contamination that can come from leakage of these storage tanks- He noted <br />that if anabove-ground tank began to leak, it would be seen and fixed immediately. He <br />added that such immediate monitoring was not present with an underground tank. He <br />noted that one written comment had been received from a neighbor and that it was <br />attached to the staff report Staff recommended that the Planning Commission deny the <br />appeal, there by upholding the Zoning Administrator's approval, subject to Exhibit B of <br />the staff report. <br />In response to an inquiry by Commissioner Fox whether the above-ground tank at <br />5667 Gibraltar Drive had been removed, Mr. Pavan replied that he was not familiar with <br />that specific tank and did not know whether it was still there. <br />Fric Carlson, Fire Marshall, noted that he was unfamiliar with the 15,000-gallon tank on <br />Gibraltar Drive. He noted that many of the above-ground tanks in Pleasanton were <br />well-screened to meet the zoning and planning requirements_ <br />In response to an inquiry by Commissioner Blank regarding the Fire Department's <br />automated mass notification process in the event of an emergency, Mr. Carlson replied <br />that they used an automated telephone system which can access all listed numbers in <br />Pleasanton and Livermore- He noted that neighborhood residents can also be contacted <br />through door-to-door visits or public address systems on fire trucks and patrol cars to <br />communicate evacuation or "shelter in place" alerts. <br />In response to an inquiry by Commissioner Blank regarding the percentage of unlisted <br />phone numbers, Mr. Carlson replied that they comprised a fairly high percentage of the <br />total phone numbers in town.
