-- In response to an inquiry by Commissioner Roberts regarding the conditions under which <br />the tank would explode, Mr. Carlson replied that would be very rare and that the tank <br />would have to be heated to a very high temperature of approximately 340 degrees. In <br />addition, the tank would have to be subject to a condition that would preclude it froiri <br />venting. He noted that the proposed tank featured adouble-wall construction which is a <br />coninionly used technology. <br />Commissioner Fox noted that similar tanks were in solidly commercial areas with the <br />exception of the Fire Station. She expressed concern that she did not see large, <br />above-ground tanks situated on the periphery of residential neighborhoods in Pleasanton. <br />She inquired whether Mr. Carlson was aware of any above-ground tanks on the list that <br />had the same use as that being proposed by the applicant. Mr. Carlson replied that the <br />maj ority of the list was composed of storage for emergency power systems. He noted <br />that Pleasanton Ready-Mix and Hanson Aggregates have the capacity to dispense fuel <br />into their trucks, and Adams Pool Solutions use their tanks to dispense fuel. He <br />confirmed that the Adams tank also had a 4,000-gallon gasoline tank, which is located <br />near a neighborhood_ He believed that the PGBcE substation also had the capacity to <br />dispense fuel for their stationary power systems. <br />In response to an inquiry by Commissioner Roberts whether most accidents happened <br />during fueling and defueling, Mr. Carlson confirmed that the same basic operation <br />occurred whether the tanks were above- or below-ground. Commissioner Roberts noted <br />that those activities also occur at a gas station when the tar~kers conduct their operations. <br />THE PUBLIC HEARING WAS OPENED_ <br />Raghu Katragadda, 73 East Creek Court, spoke in opposition to this item. He noted that <br />he received a telephone notice the previous day and did not receive a mailed notice_ I-fe <br />noted that comparisons were being made with different tanks in different locations. He <br />noted that this tank was near a neighborhood with approximately 14 young children with <br />stay-at-home moms_ He expressed concern about the emergency notifications for those <br />mothers that did not drive. He noted that the tank at the Fire Station was considered safe <br />partially because of the presence of emergency equipment and persor~neL He expressed <br />concern about the type of monitoring available for the proposed tank. <br />Alice Morrison, 3575 Chippendale Court, noted that she owned afour-plex on Sonoma <br />Drive. She expressed concern about the safety of this proposed use because of its <br />proximity to residential neighborhoods, two schools, the senior center, as well as future <br />housing. <br />Alan Monceaux, D.C. Manager for the property owners, 5675 Sunol Boulevard, noted <br />that several concerns were raised at the last meeting regarding the safety aspects of the <br />tai~k. He noted that the proposed tank met all Federal and State regulations_ He noted <br />that they would address all the safety concerns, including the impact strength of the <br />safety bollards. He noted that they had the ability to monitor the tanks 24/7 and that an <br />on-site security guard walked the site every hour.
