G'ommissioner Roberts advised that there was a typographical error in modification no- 1 <br />of the motion on page 5; it should read as follows: "Revise Condition No. 1 6 to indicate <br />that the six-inch vertical concrete- .. _" <br />Commissioner Fox advised that the last paragraph on page 15 should be changed to read <br />as follows: "Commissioner Fox inquired whether the Code Enforcement Ofi-icer could <br />perform a site visit on Just Tires; she believed that the signs on the window did not rc_fZect <br />the Ptanning Commission 's vote to attow onty two out of the three signs- Co be ptczced in <br />the window and that there was --~.xcess sign -coverage si-g~s on the window-" <br />The minutes were approved as corrected_ <br />3_ MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO <br />ADDRESS THE PLANNING COMMISSION ON ANY ITEM WHICH IS <br />NOT ALREADY ON THE AGENDA_ <br />Vanessa Kawaihau, 871 Sycamore Road, noted that the Future Planning Calendar listed <br />the Spotorno project as in the North Sycamore Specific Plan- She would support the City <br />if it wished to move the 79 homes to the North Sycamore Specific Plan but added that <br />they were included in the Happy Valley Specific Plan area- It also noted that the work <br />session was listed as being scheduled for February 16, 2005 but that no Happy Valley <br />resident had been notified of that special meeting- She understood that the reason was <br />that the non-occupied but recently sold Summerhill/Sycamore Heights residents had to be <br />notified, but that the developer/sales people refused to give the addresses of those <br />residents- Because this was a General Plan Amendment request and the Happy Valley <br />Specific Plan modification was at stake, she believed that the Happy Valley residents <br />should receive more than one week's notice. <br />In response to an inquiry by Commissioner Roberts whether the notices had gone out, <br />Mr. Pavan replied that he was unable to answer the question at this time- He confirmed <br />Ms_ Kawaihau's statement that the noticing had been held up so that the Summerhill <br />residents could be notified- As soon as that information was provided, the notices did go <br />out immediately- <br />Ms. Decker noted that staff became aware of the noticing delay and that it was not <br />completed appropriately; however, the scoping session would be held on February 16, <br />2005 as advertised to receive public comment and concerns- "The scoping session would <br />then be continued to a later date, with some guidance and direction from the <br />Commission; additional notification would be provided to include the Happy Valley <br />residents- <br />In response to an inquiry by Commissioner Roberts regarding the incorrect identification <br />of the session as part of the North Sycamore Specific Plan, Mr. Pavan replied that would <br />be corrected. <br />PLANNING COMMISSION MINUTES February 9, 2005 Page 2 of 22 <br />
