Commissioner Blank advised that the Following be added at the end of the second-to-last <br />paragraph on page l O. "5. Any DOT- or State-mandated leak notification requirements-" <br />Commissioner Blai~lc noted that there was a motion and a second on page 19, but there <br />was no indication of a yes/no vote. <br />Chairperson Maas noted that discussion followed that motion, and Ms. Nerland had <br />subsequently stated that a vote could not be taken because the item was not agendized. <br />The minutes were approved as corrected. <br />3_ MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO <br />ADDRESS THE PLANNING COMMISSION ON ANY ITEM WHICH IS <br />NOT ALREADY ON THE AGENDA_ <br />Gary DuClair, 4254 Vervais Avenue, requested that he be able to use his property as it is <br />zoned. He noted that the property was slated for a park and that he had met with staff <br />earlier in the day_ <br />In response to an inquiry by Chairperson Maas regarding the status of this issue, <br />Ms. Nerland replied that it was scheduled for the City Council's consideration at the <br />February 1 5, 2005 meeting. Following that discussion, either the City would acquire the <br />property, or the City would entertain a proposal or an application by the property owner <br />to revisit the Specific Plan/General Plan designation for that property. <br />Commissioner Fox noted that she would further discuss this item and a similar property <br />during Matters Initiated by Councilmembers_ <br />Vanessa Kawaihu, 871 Sycamore Road, wished to discuss the Future Planning Calendar <br />with respect to the Greenbriar Homes Scoping Session on February 16, 2005_ She <br />requested that the item refer to the Happy Valley Specific Plan and not the North <br />Sycamore Specific Plan. She noted that Councilmembers have indicated that the <br />established report on Resolution 03-0080 would also occur in conjunction with the <br />scoping session. She inquired whether she should revisit that issue with the City Council <br />to obtain the yearly status report. <br />Chairperson Maas noted that a staff member would contact her with that information- <br />Ms. Kawaihu noted that the traffic report performed for the Happy Valley community in <br />November 2001 stated that the 34 golf course homes would generate 43 cars during peak <br />hours. She noted that the new traffic model stated that asingle-family home during the <br />peak PM hours only generates one car.
