would be a good amenity and added that it was discussed in 2002 per the Downtown <br />SpeciSc Plan_ <br />Commissioner Arkin noted that parents with young children oRen had a limited amount <br />of time in which to find a re stroom and believed that it would be an important addition to <br />this public facility- <br />Commissioner Fox noted that there were times when a public restroom would be needed <br />during anafter-hours event, and the library and museum were both closed. <br />In response to an inquiry by Chairperson Maas whether astand-alone restroom could be <br />installed on the south end of Main Street, Ms. Morley replied that the conceptual <br />planning process for an office building was underway to renovate City structures and that <br />the entire footprint was being considered- She noted that Civic Plaza Park was also in the <br />Downtown Specific Plan. <br />Commissioner Roberts noted that from an architectural viewpoint, she opposed the <br />placement of a restroom at the front of the building for the purpose of making it <br />accessible. <br />In response to an inquiry by Commissioner Blank regarding alternative placements, <br />Ms_ Morley replied that Delucchi Park was the site being examined in conjunction with <br />the firehouse project- <br />In response to an inquiry by Commissioner Fox regarding extended hours, Ms_ Yaris <br />replied that a separate ordinance may need to be examined for that purpose. She added <br />that the Veteran's Building was the most frequently used City building- <br />Commissioner Arkin believed it was important to have compassion for parents with <br />young children and that it was often difficult for them to reach a restroom quickly. <br />Chairperson. Maas did not believe the Veteran's Memorial Building was an appropriate <br />place for a public re stroom. <br />Commissioner Roberts suggested that the building at 157 Main Street be considered for a <br />public restroom_ Mr_ Pavan noted that conceptually, are stroom could be accommodated <br />at that site, although it would entail revising the floor plan. A secured entrance and <br />plumbing changes would need to be included as well. <br />Commissioner Fox moved to recommend approval of PDR-402 with the conditions <br />that the City Parks and Community Services Department work with the Police <br />Department in order to arrive at a mutually agreeable safety design issues for a <br />public restroom located within this building. <br />Commissioner Arkin seconded the motion. <br />PLANNING COMMISSION MINUTES January 26, 2005 Page 12 of 17 <br />
