Rene LaVigne, 557 Junipero Street, Financial Officer of American Legion Post 237 and <br />member of VFW Post 298, noted that he was also on the Task Force. He noted that the <br />public restroom was brought up very late in the process and that he opposed it. He did <br />not believe the proposed restroom was big enough to accommodate adiaper-changing <br />table. He did not believe it was appropriate to place a public restroom in the Veteran's <br />Building. <br />Michael O'Callaghan, 125 West Neal Street, Pleasanton Downtown Association Design <br />Review Committee, believed the renovation would be an enhancement for the community <br />and hoped that a solution could be found regarding the restroom issue. He noted that he <br />attended most of the Specific Plan meetings and stated that this item had been on the <br />agenda for approximately four or five years. He noted that the intent of the Specific Plan <br />was to get a public restroom at the four corners of the vital Downtown areas_ He noted <br />that the changing table folds into a 2'/z-inch space from the wall when retracted_ He <br />noted that there was an alternative to make the two re strooms accessible from the inside <br />and outside and that the third restroom was a more viable alternative. <br />John Hofstadt, Vice Commander, American Legion Post 237, noted that he had been a <br />guest at all of the meetings and added that this particular restroom plan had never been <br />brought up before. He believed that the Pleasanton Downtown Association included this <br />plan at that last minute. <br />TIIE PUBLIC BEARING WAS CLOSED_ <br />In response to an inquiry by Chairperson Maas whether there was a specific reference to <br />a restroom in the Veteran's Memorial in the Specific Plan, Mr. Pavan replied that the <br />policy reads. "Place public restrooms on Main Street and at Wayside and Delucchi <br />Yarks_" <br />Commissioner Roberts noted that she had a problem with the restroom being placed on a <br />side street and added that it was not big enough. She would rather see the restrooms to be <br />added in the parks. She was concerned about security_ <br />Commissioner Blank expressed concern about security and noted that the conditions of <br />approval would have to be so onerous as to make it impractical_ He would like to see a <br />statement from the Police Department with respect to security. <br />Chairperson Maas noted that are stroom in Delucchi Park would be much more practical <br />and could not see someone walking from the park during a concert to use the restroom in <br />the Veteran's Building. <br />Commissioner Fox noted that the Downtown Specific Plan did include language for a <br />capital improvement project of Main Street public re strooms. She believed there could. <br />be a compromise in terms of security, operating hours, and commitment from the Parks <br />and Community Services Department to monitor and clean them.
