Commissioner Arkin suggested that the information be used for background for the next <br />City Council meeting. <br />Commissioner Arkin believed that the Commission could make a recommendation to the <br />City Council as to what the process sl-could be. <br />Commissioner Blank would support that recommendation~ <br />Commissioner Fox noted that people were frustrated at the joint workshop of the <br />previous evening because the meeting open to the public did not occur until after the City <br />Council and the Planning Commission made recommendations to staff She believed the <br />public comments should occur before the recommendations. <br />Commissioner Arkin inquired whether the baseline £or the General Plan review was on <br />the 1996 General Plan or the current status of the City_ <br />Ms. Nerland suggested that this issue be raised in the Matters Initiated by Council or <br />Commission during the joint workshop. <br />Commissioner Arkin suggested that the Planning Commission's consensus be stated that <br />further decisions be based on current conditions in Pleasanton, not on the 1996 General <br />Plan. He inquired whether that action needed a formal resolution or could be identified <br />--~ as a concern at the workshop- <br />Ms_ Nerland replied that staff would probably need to explain the implications of that <br />change and that it may have a domino effect on other items. <br />Commissioner Arkin was unsure whether a formal vote could be taken in a workshop. <br />Ms_ Nerland noted that an environmental review would probably need to be undertaken. <br />In response to an inquiry by Chairperson Maas whether he would follow the Council's <br />lead in whatever decision it made, Commissioner Arkin confiniied that he would do so. <br />Ms_ Nerland suggested language for the memo, stating that the Planning G'ommission has <br />requested a specific discussion on the outcome of the West Las Positas Boulevard <br />interchange and requested clarification on the process as to using the 1996 General Plan <br />as a baseline. <br />Chairperson Maas noted that it was important for the City Council to provide clear <br />direction regarding the treatment of the interchange. <br />Commissioner Blank suggested that two issues be bii'~ircated to avoid confusion. <br />-- Commissioner Arkin believed the issue should be agendized for public comment. <br />PLANNING COMMISSION MINUTES January 12, 2005 Page 20 of 21 <br />
