Commissioner Blank inquired whether there was a City representative at the December 20 meeting. Ms. Nerland replied that she was not sure and that staff may have known that the item would have been continued because of County staffing conflicts over the holidays. Commissioner Blank would like to see a City staff member present at the continued County Planning Commission meeting. Chairperson Maas noted that there was Commission consensus for C=ity representation at meeting. Joint Citv Council-Planning Commission Workshop of January 1 1 _ 2005 Commissioner Blank wished to discuss the Joint City Council-Planning Commission Workshop the previous evening and noted that there seemed to be some confusion with the process. He believed the process could be clarified in the form of the Planning Commission agendizing an item to hold a public hearing on the elimination of the West Las Positas Boulevard interchange from all planning documents and from the General Plan. He believed that would give the public an opportunity to comment on that one spedfic issue. He did not sense much support at the Planning Commission or Council levels for the interchange's inclusion in the General Plan. He noted that he had not heard from any member of the general public supporting that plan as well. He inquired whether his fellow Commissioners would support agendizing an item to hold a public hearing. ""- Commissioner Roberts noted that the Council voted that item out and noted that it was a confusing portion of the Workshop. Chairperson Maas noted that the Council stated it would not support that item. She believed that before a public hearing were to be contemplated; the status of the item should be determined. Ms. Nerland replied that it would be best to ask the project planners the question regarding the status. Commissioner Roberts noted that they had discussed the 1996 General Plan and that the interchange was in that General Plan_ The next meeting was to discuss extensions and the West Las Positas Boulevard interchange and that the issue was already decided- Commissioner Blank inquired whether there was a formal resolution with a vote on this issue in the past, and iF not, he would like to see that action formalized. Chairperson Maas suggested a formal communication be drawn up to Council inquiring why the interchange was still being discussed- She suggested respectfully asking the Council to clarify its stance.
