c=ase, and that the developer agrees and acknowledges that building permit approval niay <br />be withheld if sewer capacity is found by the City not to be available. <br />53_ This approval does not guarantee the availability of sufficient water to serve the projcct_ <br />"fhe City shall withhold building permits for the projcct it at the time building permits are <br />applied for, mandatory water rationing is in effect, unless the City has adopted a water <br />offset program and unless the developer is participating in the pro graxrx_ Notwithstanding <br />the developer's participation in such a program, the City may withhold building permits if <br />the City deterxrxines that sufficient water is not available at the time of application o1' <br />building pcrniits. <br />BUILDING <br />54. The building shall meet the applicable Title 24 state energy requirements_ <br />55. All building and/or structural plans must comply with all codes and ordinances in effect <br />before the Building Dcpartn~ent will issue permits. <br />SG_ The applicant shall submit a building survey and/or record of survey and a site <br />development plan in accordance with the provisions of Chapter 18.68 of the Mixnicipal <br />Code of the C7ity of Pleasanton_ These plans shall be approved by the Chief Building <br />Official prior to the issuance of a building permit. The site development plan shall <br />include all required information to design and construct site, grading, paving, drainage, <br />and utilities_ Speci Fie items to be indicated on the site development plan necessary to <br />construct the improvements are to be in accordance with the City of Pleasanton Private <br />Development Design Guidelines adopted April 1 5, 1 986. <br />57. The applicant shall submit 3 full-size sets of construction plans (wet-siaxnped and <br />signed, 2 sets of the necessary structural and Title 24 calculations, 2 copies of a site <br />specific soils report, and the completed Building Permit Questionnaire to the Building <br />DeparUrxent, along with the necessary fees, to initiate the City's plan check process. The <br />plan check will be accepted only after the completion of the Design Review procedure's <br />7 5-day appeal period, unless the applicant submits a signed statement acknowledging that <br />the plan check fees may be forfeited in the event that the approval. is overturned or the <br />design is significantly changed as the result of an appcal_ In no case will a building <br />pen-xiit be issued prior to the expiration of the 15-day appeal period_ <br />58. A sanitary sewer satrxpling manhole shall be provided on any new sanitary sewer lateral <br />from the building, unless otherwise waived by the Chief Building OfFic:ial_ <br />59_ Prior to issuance of a buil ding permit, the applicant shall pay the applicable Zone 7 and <br />City connection fees and water meter cost for any water meters, including irrigation <br />meters_ Additionally, the developer shall pay any applicable DSRSD sewer permit fee. <br />60. Building and situs plans are to be submitted to the Building Department on computer disk <br />in. a format approved by the Director. Digitized information shall be submitted before <br />c~ <br />
