One of these purposes is to ensure that the desires of the developer and <br />the community are understood prior to the commencement of construction.. The <br />proposed project implem ants the purposes of the PUD ordinance in this case by <br />providing amedium-density project consistent with the General Plan and. the <br />Municipal Code_ The PUD process allows for ample input (roan the public and. <br />for an ultimate decision by the City Council regarding the appropri atcncss of the <br />proposed use and development pleat. Through the PUD process, the proposed <br />project has provided neighboring property owners and residents, the applicant, <br />and the City with a rezoning and development plan that optimizes the use of this <br />infill site in a sensitive manner. Therefore, this finding can be made. <br />WHEREAS, the Planning Commission further made the following additional findings: <br />The reduction in density from 7 8 units identified in the Housing Elearaent to <br />1 1 units is consistent with the adopted C3eneral PIan, including the Housing <br />Elearaent, as set forth in the staff report The City is currently considering <br />parcels for allowing or increasing residential densities, as part of the Genera] <br />Plan Update- Other areas niay allow greater densities which, in turn, could <br />support additional affordable housing, which would be consistent with the <br />City's General Plan and Housing Element, particularly in light of the <br />voter-imposed housing cap" <br />2.
