PLANNING COMMISSION CITY OP PLEA SANTON <br />ALA MEDA COUNTY, C7ALIP'ORN1A <br />RESOLUTION NO_ PC-2005-44 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT POR PLEASAN TON <br />COMMUNI"fY CHURC'I-I/UNITED YOUTH ENRICHMEN"T SCHOOL, <br />AS FLLED UNDER CASE PCUP-143 <br />WLIEREAS, Pleasanton Community Church/United Youth Enrichment School has applied for <br />a conditional use permit to operate an after-school tutoring program in the <br />Church's education building located at 4455 Stoneridge Drive; and <br />WLiEREAS., zoning for the property is PL7D-T Planned L7nit Development - Industrial <br />District; and <br />WHEREAS, at its duly noticed public hearing of September 14, 2005, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br />WHEREAS, projects of this nature arc categorically exempt froth the requirements of the <br />California Enviromr~ental Quality Act CCEQA~; therefore, no additional <br />environmental document was prepared for this project; and <br />WHEREAS, the Planning Clommission made the following findings= <br />The proposed location of the conditional use is in accordartce with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located_ <br />The obj ectivcs of the zoning ordinance include protecting existing ]and uses from <br />inharmonious influences and harmful intrusions; fostering harmonious, <br />convenient, workable relationships among land uses; and ensuring that public and <br />private lands ultimately are used for the purposes which are most appropriate and <br />beneficial to the City as a whole_ The proposed after-school tutoring progran~ <br />provides structured activities in an enclosed area. In the past, the City has <br />allowed similar uses, such as structured small-group tutoring sessions, in. various <br />locations in the City; none of these small instructional businesses has caused any <br />land use conflict with other businesses in the surrounding area. Allowing the <br />proposed use, if it operated in a professional ti-tanner, would be consistent with the <br />above-cited objectives. <br />The suhject site is zoned Plam~ed Unit Development - Industrial CPUD-I~, where <br />the development plan includes a common landscape arca_ The proposed <br />after-school program would not alter atiy of the existing landscaping area.
