As detailed in the attached Request
for Proposals, the project comprises of manual turning movement counts at 130 intersections
divided into 3 groups.

We normally use mechanical clicker-type counting boards as they are generally more economical
and easier to use than electronic counting boards. However, when the use of electronic boards is
mandated for any project, we use DB-400 electronic count boards made by Jamar Technologies,
Inc. In these instances, we always converted the Jamar results into WIL TEC spreadsheets for
client delivery in Excel.

Unfortunately, we have never been required to deliver results in 5-minute increments so we do not
have a sample worksheet to send to you. However, if retained for this project, we will create and
submit a sample worksheet for your review.

We propose to use mechanical counters for the 30 intersections listed in Group 3 and present
results in 15-minute increments.

Please note that while the RFP quoted 29 intersections in this group, the attached table listed two
intersections at number 12 which made the total 30.

FIRM PROFILE

WIL TEC is a professional traffic/transportation engineering firm that specializes in the conduct and
analysis of traffic data.
