<br />Two firms have provided staff with proposals to collect traffic <br />volume, turning movement and pedestrian activity counts at these <br />131 intersections. Staff recommends awarding contracts to ATD <br />and Wiltec to each perform about half of the work. In this way, <br />the length of time necessary to collect the count data can be cut in <br />half to help expedite the preparation of the Baseline Report. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City of Pleasanton has adopted a standard methodology for preparing all traffic <br />studies that accompany development proposals submitted to the City for approval. The <br />methodology includes use of City adopted traffic data and assumptions. The City began <br />preparing annual Traffic Count Reports around 1983. All traffic studies for new <br />developments in Pleasanton were required to be based on the traffic count data adopted <br />by the City in these reports. As the City developed new traffic forecasting tools, future <br />projections of traffic volumes were added to the report. As the scope of the data <br />gathering and analysis has increased, this program has evolved into the preparation of <br />the bi-annual Baseline Traffic Report. <br /> <br />The primary purpose of the Baseline Traffic Report is to monitor existing congestion <br />levels based on traffic count data, and to forecast future congestion levels based on the <br />amount of development that has been approved for construction, but has not yet been <br />fully occupied. This forms the basis from which new forecasts can be prepared as <br />additional development is proposed. This allows the City to assess the potential impact <br />of a new project and require the developer to construct improvements to mitigate the <br />impacts of the proposed development. <br /> <br />Staff has been using the 2003 Baseline Traffic Report for recent development projects <br />like the Ponderosa development off of Busch Road, the Bernal Phase II Specific Plan, <br />Oak Grove, Lund Ranch II, and other smaller projects. The 2003 Baseline Report <br />included developments that had been constructed and occupied through the end of 2003. <br />It also included developments that had been approved, but not yet built and occupied, <br />by the end of 2003. <br /> <br />In addition to using the 2003 Traffic Baseline Report for development related traffic <br />impact studies, this study was initially used to evaluate traffic conditions and <br />alternatives during the General Plan Update process.
