Staff has reviewed the pros and cons of aluminum, steel and concrete poles and recommends
the black anodized aluminum pole for installation. The aluminum pole has a lower overall
cost and weight compared to the concrete pole and will not require repainting like a steel pole.
Black anodized aluminum poles undergo a process by which color is chemically applied to the
pole and the result is more durable than painted poles. The recommended pole for this project
is a smooth black anodized aluminum pole with a matching black anodized base.

Staff reviewed several versions of the black "lantern top" fixture that was selected by the
residents. The street light fixture that staff recommends for this project is nearly identical in
appearance to the fixture that the residents selected, but it has some additional features, The
recommended fixture has a higher Intrusion Protection (IP) rating. Street light fixtures with a
high IP rating have a greater resistance to infiltration by dust and moisture. Resistance to dust
allows for better light output over the life of the fixture. The light output stays consistent over
a longer period of time with the higher IP rated fixtures and will extend the useful life of the
street light. The recommended fixture has "cutoff" optics, which means that only a very
small amount of light shines upward into the night sky, Cutoff fixtures have become
increasingly popular to address concerns about light pollution of the night skies, The fixture
that staff recommends for this project is the same fixture used on the recent First Street
renovation project (see Attachment B - typical First Street street light).

RECOMMENDATIONS

Staff recommends that the City Council approve the plans and specifications and award of the
contract to the lowest responsible bidder, Bleyco Inc., for the amount of $331,637.00 using
the black anodized poles and the lantern style fixture used on the First Street Renovation
Project. This contract includes the replacement of 160 street lights in the Valley Trails
neighborhood. The contract excludes the Valley Trails park lighting,

FUNDING

This program will be funded through use of the City of Pleasanton's Capital Replacement fund
for street lights. The current funding amount in the replacement fund is $406,000,00

EXPENDITURES:
Construction Bid
Contingency
ESTIMATED TOTAL

$ 331,637,00
$ 66,327.40
$ 397,964.40

SR:06:067
Page 3 of6
