38. Approval of the storm drainage system shall he subject to the review and approval of the City Engineer and "Gone 7, as applicable, that the system is adequate, connects to an approved point of discharge, meets any and all applicable requirements of the Alameda County Flood Control. District -Gone 7, meets any and all applicable requirements of the Federal Emergency Management Flood Hazard Program, the California Department of Fish and Game, and meets the immediate and long-range requirements of this developtrient and all upstream areas intended to be drained through this development- 39. All utilities required to serve the proposed development shall be installed underground, unless otherwise determined by the City Engineer. 40. The applicant shall submit a final utility plan showing the proposed water supply and electric power distribution for the site. Said plate shall be subject to the review and approval of the CJity Engineer and the Planning Director prior to the issuance of any building permits. 41. Any damage to existing street or sidewalk iniprovetrtcnts during construction on the subject property shall be repaired to the satisfaction of the Planning Director and City Engineer at full expense to the developer- "Phis shall include slurry seal, overlay, or street reconstruction if deemed warranted by the City Engineer- 42. The applicant shall drain additional areas of the proposed parking lot through vegetated swales, subject to the satisfaction of the City Engineer and Planning Director. Only those areas that cannot feasibly drain into the vegetated swales (e. g., due to topography or lack of an acceptable planter areal shall be allowed to drain to vault-type oil/water separators- 44.
