Resolution No. PC-2005-19 <br />Yagc^ Two <br />2_ The proposed location of the conditional use and the conditions under <br />which it would be operated or tnaintaincd will not he detrimental to the <br />public health, safety, or wel£aroy or materially injurious to the properties or <br />improvements in the vicinity. <br />Churches are a co mn~on conditional use in residential areas in Pleasanton. "The <br />City's past experience shows that churches rnakc "good neighbors." The <br />proposed expansion plan has grouped additi otzs to the existing church and an <br />on-site: turn-around area is provided for enicrgen cy vehicles to eliminate a new <br />driveway onto a residential street. In addition, landscaping would be provided for <br />each phased expansion io improve and erzhancc the existing site. "t'lze pattern and <br />tinting of use for the Church is such that peak-use periods occur on weekends, <br />thereby n~tinirnizing any adverse elf ects on local trap!-i c. In addition, the Church <br />has no plans to expand the existing pre-school programs; thus, there would be no <br />increased impacts in terms of noise, traitic, etc. to the nearby residenis_ "1'he <br />proposed expansion will not detrimentally impact surrounding uses, will have <br />adequate parking to meet prof cet demand, and, as conditioned, this second ti riding <br />can be made. <br />3. The proposed conditional use will comply with each of the applicable <br />provisions of the Zoning Ordinance. <br />Chapter 1 8. ] 24 of the Municipal Codc <Conditional Used states that because of <br />their unusual characteristics, conditional uses require special consideration so that <br />they nay be located properly with respect to th cir effects on surrounding <br />properties. The proposed expansion plan, with reasonable conditions of approval, <br />can integrate the proposed expanded Church use without detrimentally ai.-fading <br />the surrounding properties or the City in general. There fore, this third finding, can <br />be made. <br />WH>/R1=,A S, the Planning Commission determined that the proposed conditional use would be <br />compatible with the existing uses in the area. <br />NUW, THL;RI~;FURE, THE PLANNING CUMMiSS7ON OF "f11E CITY OF PLh;A SANTON <br />RESOLVL,S THE FOLLOWING: <br />Section 1 . Approves the conditional use permit and Phase 1 of the design review for <br />Case YUR-39]/PCUP-118, consisting of a 4,945-square-toot addition to the <br />sanctuary and multipurpose room, for the existing Church facility located at <br />3350 Hopyard Road, with design review for Phases II and III as well as any future <br />expansions and proposals for conditional use modifications to conic bcl'ore the <br />Planning Commission for approval, subject to the conditions shown in <br />Cxhibit "B," attached hereto and made part o£this case by reference. <br />
