The proposed development plan is consistent with the City's General Plan <br />and the Vineyard Avcnuc Corridor Specific Plan_ <br />The Vineyard Avenue Corridor Specific Plan was developed to implement the <br />City's General Ylan. for the Vineyard Avenue Corridor Area. The Vineyard <br />Avenue Corridor Speci fie Plan has been found to be consistent with the General <br />Plan policies including development outside 100-year flood zone areas, on stable <br />soils, construction of homes, development which respects existing residential <br />neighborhoods, development with does not create traffic impacts, and density <br />consistent with surrounding properties_ As conditioned, the proposed <br />development is consistent with both the General Plan and the Vineyard Avcnuc <br />Corridor Specific Plan_ Theref~~re, this finding can be made_ <br />The proposed development plan is compatible with previously developed <br />properties in the vicinity and the natural, topographic features of the site_ <br />As conditioned, the proposed project incorporates provisions to provide for a <br />berm in front of the property along Vineyard Avenue to serve as a buffer from <br />traffic noise on Vineyard Avcnuc_ The natural topography of the rear portion of <br />the land would be retained, and the existing dense stand of trees along the north <br />portion of Vineyard Avenue "frail would help minimize atiy impact on the privacy <br />of residents as well as the users of the adjacent regional recreation area. Site <br />grading has been kept to a minimum except for the noise attenuation berm. The <br />grading would blend with the site's natural topographic features and would not <br />affect the existing trees on the site_ Additionally, the proposed landscaping would <br />reduce the visibility of the home froth off site_ Therefore, this finding can be <br />triads _ <br />4. C3rading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal an effect upon the environment as possible_ <br />As conditioned, the proposed grading and building pad would be designed to be <br />consistent with the geoteehnical report and would adhere to the recommendations <br />which pertain to the devclopnzcnt_ "Phis site is not located within the <br />Alq uist-Priolo earthquake study area or within the FEM A-designated 100-year <br />IIoodplain_ "Through the proposed conditions, a grading and drainage plan will <br />adequately address any issues_ Therefore, this finding can be made_ <br />
