property owner shall enter into an agreement with the City for the long-term inspection and mainienance of the storm water facilities, the City Attorney shall approve the exact language of this agreement and the agreement shall be recorded- 38_ The project developer shall sweep or vacuum the parking lot and sidewalks a minimum of once a month and shall prevent the accumulation of litter and debris on the site- Corners and hard to reach areas shall be swept manually. If sidewalks and/or the parking lot are pressure washed, debris must be trapped and collected to prevent entry into the storm drain system. No cleaning agent may be discharged into the storm drain. If any cleaning agent or degreaser is used, wash water must be collected and discharged to the sanitary sewer, subject to approval of the Dublin-San Ramon Services District. 39. The car wash area shall be covered as shown on the approved plan set and shall drain through an oil/water separator to the sanitary sewer, subject to approval by the Dublin San Ramon Services District, or collected in a holding tank for removal by a disposal and recycling service. If the area is connected to the sanitary sewer, a sign shall be posted prohibiting the dumping of hazardous materials- Recycling of wash water is encouraged. No other area shall drain to the car wash area, a berm shall be installed to prevent such drainage if found necessary by the City Engineer and/or Director of Building Inspection- 40. Bulk construction materials stored outdoors that may contribute to the pollution of storm water runoff must be covered as deemed appropriate by the Director of Building Inspection. 41 . 'The project developer shall label all on-site storm drain inlets with the wording, "No Dumping -- Drains to Bay" using City-approved methods and materials_ On- site storm drain facilities shall be cleaned a minimum of twice a year as follows: immediately prior to October 15 and once in January- Additional cleaning may be required if found necessary by the Director of Building Inspection. 42. No vehicle service/detailing operations involving fluid changes, e_g_, oil changes, inay take place on the property covered by this approval. 43_ The project developer shall include erosion control/storm water quality measures ort the lirtal ~Tradirtg pl art which shall speciF tally address measures to prevent soil, dirt, and debris from entering the storm drain system- Such measures may include, but are not limited to, hydroseeding, hay bales, sandbags, and siltation fences and are subject to the review and approval of the City Engineer/Director of Building Inspection. If no grading plan is required, necessary erosion control/storm water quality measures shall be shown on the site plan submitted for an on-site permit, subject to the review and approval of the Director of Building Inspection- The project developer is responsible for ensuring that the contractor is aware of and implements such measures- 6
