<br />building permits are applied for, mandatory water rationing is in effect, unless the <br />City has adopted a water offset program and unless the applicant is participating in <br />the program. Notwithstanding the applicant's participation in such a program, the <br />City may withhold building permits if the City determines that sufficient water is <br />not available at the time of application of building permits. <br /> <br />44. The applicant shall pay any and all fees to which the property may be subject prior <br />to issuance of building permits. The type and amount of the fees shall be those in <br />effect at the time the building permit is issued. <br /> <br />45. Prior to issuance of a building permit, the applicant shall pay the applicable <br />Zone 7 and City connection fees and water meter cost for any water meters, <br />including irrigation meters. Additionally, the applicant shall pay any applicable <br />Dublin San Ramon Services District (DSRSD) sewer permit fee. <br /> <br />46. All dwelling units in the development shall be constructed to meet Title 24 State <br />energy conservation requirements. <br /> <br />47. All building and/or structural plans must comply with all codes and ordinances in <br />effect before the Building and Safety Division will issue permits. <br /> <br />48. The applicant shall submit plot plans for each of the residential lots showing <br />building setbacks and a topographic plan showing grading and drainage. Pad <br />elevations, finish floor elevations, retaining walls, easements, maximum height of <br />the highest structure, and the front, rear, and side yards are to be indicated on the <br />plan. Plans for all lots are to be signed by a registered civil engineer. All <br />residential plot plans shall show compliance with Sections 2907(d) and 7oo12(d) <br />of the Uniform Building Code. <br /> <br />49. The applicant shall submit a site soils report to the Chief Building Official, with as <br />many copies as required by the Chief Building Official, prior to issuance of a <br />grading permit, for third party peer review and shall pay for such review at the <br />time specified. <br /> <br />50. The record-grading plan is to be submitted to the Chief Building Official before <br />issuance of a building permit. <br /> <br />51. The soils engineer shall certify the pad compactions of all lots containing fill to the <br />satisfaction of the Chief Building Official prior to the issuance of building permits. <br /> <br />52. Building and situs plans are to be submitted to the Building and Safety Division on <br />computer disk in a format approved by the Chief Building Official. Digitized <br />information shall be submitted before requesting a final inspection and should <br /> <br />8 <br />
