<br />/ <br /> <br /> <br />lA <br /> <br />'- <br /> <br />Joint Meeting of the <br />Economic Vitality Committee <br />and the City Council <br />Staff Report <br /> <br />February 28, 2006 <br />Planning Department <br /> <br />SUBJECT: <br /> <br />DRAFT REVISIONS TO THE ECONOMIC AND FISCAL <br />ELEMENT OF THE GENERAL PLAN <br /> <br />STAFF RECOMMENDATION: <br /> <br />Provide input to the Economic Vitality Committee regarding the draft <br />Economic and Fiscal Element <br /> <br />SUMMARY <br /> <br />Staff has worked with the Economic Vitality Committee (EVe) to draft <br />amendments to the Economic and Fiscal Element of the General Plan. <br />Attachment 1 represents a preliminary draft of this work, recognizing that <br />the EVC has not yet reached agreement on a recommended draft. The <br />attachment shows the 1996 General Plan goals, policies and programs with <br />red underlined text as additions and deletions shown in strike-through. The <br />EVC is seeking City Council input into this preliminary draft. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Over the past year, the EVC has guided the preparation of a draft Economic Development <br />Strategic Plan, and has provided input to Economic Development, Finance and Planning staff on <br />several General Plan issues. Based on this information, as part of a comprehensive update of the <br />1996 General Plan, staff prepared a preliminary draft Goals, Policies and Programs section of <br />the Economic and Fiscal Element of the General Plan which was discussed by the EVC on <br />January 19,2006. At that time, the EVC provided specific feedback on items to be added or <br />amended.
