Therefore, the City Council is being asked to provide comment to the EVC on this preliminary draft, prior to the EVC taking a formal action to recommend a draft document for Planning Commission and City Council review and action. Attachment 1 shows the 1996 General Plan goals, policies and programs with EVC additions shown as red underlined text, and deletions shown in strike-through. DISCUSSION: The Draft Goals, Policies and Programs (Attachment I) are carried forward from the existing General Plan Economic and Fiscal Element where it is appropriate, and also incorporate the major goals from the draft Economic Development Strategic Plan (change to Goal 1 and the addition of Policies A and B). Further, the EVC's discussions of funding the City's contribution to PERS and the appropriate upper limit for the General Fund debt ratio are reflected in Program 9.4, and Program 12.3, respectively. Based on the EVC's discussion on January 19,2006, staff has also amended the document to add Policy C and Policy D with associated programs which recognize the need for the City to work with the business community, Program F which directs the City to work with affected business entities when considering changes in fees, and Policy G and its associated program which encourages public/private partnerships for community benefit. The EVC is seeking City Council input into the preliminary draft Goals, Policies and Programs prior to the EVC taking action on the document and recommending it to the Planning Commission for review.
