<br />Staff initially met with representatives of LPUA to negotiate a contract extension. As part of <br />those discussions, several Umpire Associations were contacted to determine comparative fees <br />and each inquired if the City would be seeking additional proposals. Since the contract for <br />umpiring services had not been competitively bid for over 10 years, staff elected to distribute <br />a Request for Proposals (RFP) to qualified associations. Two (2) proposals were received by <br />the submittal date, from LPUA and Nor Cal Officials Association, and staff is recommending <br />Nor Cal be awarded a three (3) year contract. <br /> <br />Staff met with representatives of Nor Cal and were impressed with the organization's attention <br />to detail and the manner in which it trains staff. Nor Cal officials have previously umpired a <br />number of high level tournaments at the Pleasanton Softball Complex, and participant <br />response was very positive. In addition, Nor Cal has agreed to accept the City's input <br />regarding umpires assigned to our leagues, which has been a problem with the current <br />contractor. <br /> <br />Nor Cal officials work under the umbrella of the National Softball Association (NSA), while <br />City leagues currently play under the Amateur Softball Association (ASA). Standard NSA <br />rules are different than ASA, but the City has the right to modify NSA rules to meet our <br />needs. Our plan is to solicit input from players prior to making any significant changes that <br />would affect the current leagues. <br /> <br />The attached Agreement was recently negotiated by City staff and representatives of Nor Cal <br />Officials Association, and approved by the City Attorney's office. The Agreement would be in <br />effect from March 2006 through December 2008, with Nor Cal providing services for <br />approximately 3,000 games annually. <br /> <br />FISCAL IMPACT <br /> <br />Total funds for the contract are for a not-to-exceed amount of $109,000 in each of the three <br />(3) years of the contract.
