<br />more than two (2) vehicles per unit. They urged that sufficient parking be provided on-si':e, <br />including parking for guests and parking for residents who have more than two vehicles. <br /> <br />The current plans reflect the incorporation of the tot lot, which has resulted in the total guest <br />parking spaces being reduced from 13 to 12. The proposed guest parking does exceed the <br />number of guest parking spaces required by the parking ordinance for multiple- family <br />development (seven guest parking spaces would be required by the parking ordinance for this <br />type of project). As previously mentioned, the subject site is surrounded by high-density <br />residential developments to the east and to the west. The residents of the neighboring apartment <br />complex indicated that they have a parking shortage within their own development and, as a <br />result of their own parking situation, have parked on the streets of the surrounding neighborhoods <br />and on the south side of Vineyard Avenue. <br /> <br />Staff notes that the parking enforcement would be the responsibility of the homeowners <br />association and/or the management company for the project. The enforcement measures would <br />be addressed in the CC&R's. <br /> <br />Affordabi/itv <br /> <br />The proposed project is consistent with the General Plan holding capacity by proposing 45 units, <br />which is four units more than the General Plan midpoint of 41 units. The General Plan does not <br />provide an upper density limit for High Density Residential zoning district. The project density <br />equates to 16 dwelling units per acre. <br /> <br />The City's Inclusionary Zoning Ordinance requires that new multiple-family residential projects <br />of 15 units or more provide 15 percent of the project's dwelling units to be affordable to <br />very-Iow-, low-, and/or moderate-income households. This project proposes 45 units, and of <br />these, seven units are to be below-market-rate (BMR) units. The seven affordable units include <br />four two-bedroom units and three three-bedroom units. Five of the seven BMR units are for <br />low-income and two for moderate-income levels. The applicant has agreed to enter into an <br />Affordable Housing Agreement that has been reviewed by the Housing Commission. <br /> <br />The proposed development also provides five "affordable by design" units. All of the <br />"affordable by design" units are two-bedroom units. The price of the "affordable by design" <br />units would be between the below-market-rate units and the market-rate units. Although these <br />five units would not meet the City's affordability threshold, their smaller size would enable them <br />to be sold at a lower price than the other non-regulated units in the project, thus meeting 0ther <br />Housing Element goals. This effort equals a total of 12 units being added to the City's stock of <br />below-market-rate housing. <br /> <br />Housinf! Commission <br /> <br />The Housing Commission reviewed the preliminary plans on August 18, 2005 and noted the <br />importance of this lot as one of the last opportunities for high-density, infill development within <br /> <br />SR:06:060 <br />Page 8 <br />
