<br />turnout on Foothill Road would allow a convenient point for school children to visit the site <br />without overwhelming the modest parking area. Other proposed site improvements include: a <br />new adobe wall (another of the interpretive elements) at the southern entrance to the site; <br />lighted walkways; a small amphitheater and group gathering space; gardens; and interpretive <br />signage/displays - which have been developed in a style and character consistent with the <br />site's history. All site improvements would uphold the precepts of the Secretary of the <br />Interior's Treatment for Historic Properties and Guidelines for the Treatment of Cultural <br />Landscapes. <br /> <br />CURRENT PROJECT STATUS <br /> <br />All of the work required in the Consultant's design contract has been fulfIlled, and a complete <br />set of biddable design documents was delivered to City staff in early 2004. The documents <br />have been reviewed by internal staff for sufficiency and "build-ability," and any required <br />revisions have been completed. Only minor modifications to the bid documents (such as date <br />changes, City contacts, etc.) would be required to advertise this project for competitive bids. <br />In addition, a small intermittent stream and riparian area which exists on-site would require a <br />"permit for construction" from the California Department of Fish and Game prior to the start <br />of work. The project's design consultant has already indicated a willingness to assist with this <br />task. <br /> <br />In January 2006, the City Manager and other City staff met with representatives from the firm <br />of Russ Reid Company, Washington D.C., to discuss the potential of securing Federal funding <br />for the project. The Russ Reid Company has been retained for an initial period of three (3) <br />months, during which time the firm will actively pursue Federal grant funds for this and other <br />high priority City projects. The company would function as Pleasanton's advocate in <br />Washington D.C., utilizing the following process: <br /> <br />. Conduct a resource inventory. <br />. Develop funding proposals. <br />. Produce a prospectus. <br />. Plan and implement legislative strategies. <br />· Arrange congressional visits. <br />. Draft congressional testimony. <br />· Perform Federal agency follow-up to "draw down" dollars. <br /> <br />Results from this effort could take up to one (I) year or more to realize, although some <br />indication of possible funding commitments may be known in six (6) months. <br /> <br />SR 06:062 <br />Page 3 <br />
