<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Staff employs a three-part approach to the repair and maintenance of the approximately 9 <br />million square feet of sidewalk within Pleasanton. The primary method of repair is through the <br />Annual Sidewalk Capital Improvement Program (CIP). Within the CIP, relatively large areas <br />and quantities are designated for replacement in one project that is put out to bid once a year. <br />The CIP Sidewalk Project is made up of identified problems from the previous year and also <br />addresses curb, gutter and sidewalk repairs that need attention prior to pending street <br />resurfacing projects. The second method is through the use of City staff in the Streets Division <br />of the Public Works Department. City staff work throughout the year on safety issues and <br />customer services items that do not fit within the Annual CIP Sidewalk Project. The third <br />method is through the use of "As Needed" contracts. These contracts provide coverage when <br />the previous two methods cannot accomplish the task in a timely fashion, or if specialized <br />expertise is needed as in the case of soundwalls. <br /> <br />The City of Pleasanton's population is approaching 70,000 within approximately 22 square <br />miles. Within the City boundaries are: <br /> <br />. Approximately 192 miles of streets and adjoining sidewalks <br />. Numerous sound walls within the City's right-of-way <br />. Over 60,000 square feet of brick paving stones in the Downtown area. <br /> <br />Staff conducted an extensive outreach effort to insure that Pleasanton vendors were given the <br />notice and opportunity to submit bids (see Invitation to Bid - Attachment I). The City <br />advertised the request for bids in the Tri-Valley Herald newspaper on November 6th and 13'\ <br />2005 (legal ad #583076) and additionally sent out bid packages to a total of ten interested <br />vendors. The City Clerk received only one qualified submittal from George Bianchi <br />Construction, Inc. by the bid closing date. George Bianchi Construction, Inc. was selected as <br />the only bidder and is adequately qualified to perform concrete repair services. Additionally, <br />George Bianchi Construction, Inc., has successfully performed numerous capital improvement <br />work for the City including curb, gutter and sidewalk repairs and annual Main Street sidewalk <br />cleaning services. <br /> <br />The following outline provides a scope of work for the City's expectations regarding routine <br />and scheduled sidewalk, curb and gutter and miscellaneous soundwall repairs on City right of <br />ways: <br /> <br />.
