FOR CONCRETE AND
SOUNDW ALL REPAIRS FOR THE CITY OF PLEASANTON

STAFF RECOMMENDATION:

SUMMARY:

SR 06:047
Page I of 3

Staff reconunends that the City Council take the following action at its
meeting of February 7, 2006:

1. Award an "as needed" contract for concrete and soundwall repairs to
George Bianchi Construction, Inc. and authorize the City Manager to
execute the attached agreement.

The City employs a three-part methodology to maintain and replace
sidewalks and related structures -- the Annual Sidewalk Capital
Improvement Program, City forces and "As Needed" contracts. It is not
always practical or cost effective for City staff to perform certain
maintenance functions that are essential in keeping our City's sidewalks
and soundwalls well maintained. Out-source contracting has been the
solution of choice when cost evaluations determine that the work can be
provided at a lower cost by using out-sourced contractors, and also in
cases where City staff does not have a specific trade expertise, specifically
soundwalls. "As-needed" contracts differ from annual CIP projects in that
it enables Staff to contract for repairs when it is not practical to wait for
the next CIP project. Safety response and customer service levels remain
high with the availability of an "as-needed" contract.
